    Supreme Court slams state institutions for ‘role in politics’

    Supreme Court’s (SC) Justice Athar Minallah has slammed the state over its alleged involvement in politics, saying that “all institutions are after political opponents”.

    During the hearing of a murder accused’s pre-arrest bail application, the apex court judge made strong observations on the unresolved murders of three former prime ministers, and the state of political accountability in the country.

    “All institutions are after political opponents,” Justice Minallah said, adding that the murder of an elected premier was acknowledged after four decades.

    “What can be a bigger crime than the assassination of a prime minister?” he asked.

    Justice Jamal Khan Mandohkel also questioned the lack of accountability, asking what happened to the cases pertaining to the murders of former chief executives of the country. “Someone should have been held responsible and punished.”

    He also noted widespread public mistrust of state institutions. “People want the Supreme Court to do all the work,” he remarked and pointed out the stark contrast in investigations across provinces.

    “Compared to Sindh and Punjab, investigation in Balochistan is extremely poor. Even the senior-most judge in the province was killed and no one found anything.”

    Justice Malik Shahzad raised concerns over the unpredictability of any prime minister’s tenure, saying that a prime minister was in the PM House one day and in jail the next.

    “No one knows how long they will remain PM,” he said, questioning what could a common man expect in a country where even elected premiers met such fate.

    The bench also expressed dismay over the political climate, saying that as long as state institutions remained involved in political engineering, the situation would prevail. Justice Minallah suggested that if the Constitution had been followed, the current situation could have been avoided.

    “These cases have been pending in the Supreme Court since 2017, while the state is busy toppling and installing governments,” Justice Minallah said, highlighting the continuous delays in addressing high-profile cases.

    He also expressed concern over political polarisation and the lack of institutional action on vital issues.

    During the course of proceedings, the SC ordered the arrest of the accused, Ishaq, and directed that he be handed over to jail authorities.

    The bench also emphasised the need for transparency and efficiency in handling of such cases, saying that the public’s trust in the legal system was at stake.

    Court orders MDCAT retake; new date revealed

    Islamabad High Court (IHC) has ordered the Shaheed Zulfiqar Ali Bhutto Medical University (SZABMU) to retake the Medical and Dental Colleges Admission Test (MDCAT). 

    The test is now scheduled to be held on December 30.

    Students appearing in the test will have to pay extra dues for the retake. 

    Already registered candidates who had earlier paid Rs8,000 for the test held in September will have to deposit Rs6,000, whereas candidates appearing in international test centres, i.e., in the UAE and Saudi Arabia, are required to pay Rs40,000 in fees.

     
    “In partial modification of earlier public notice dated 11-12-2024 by SZABMU, it is notified in compliance with the orders of IHC dated 18-12-2024 that the MDCAT-II, 2024 has been re-scheduled to be held on Monday, 30-12-2024,” says a notification issued on Thursday by Registrar SZABMU Professor Dr Shahabuddin. 

    The notification further stated, “The portal for payment of MDCAT-II, 2024 fee has been opened at www.szabmu.edu.pk. The last date for deposit of fee and online registration for the said exam is 24-12-2024 midnight. 


    Furthermore, all the candidates who want to appear in MDCAT-II 2024, are directed to regularly check the official website for updated information.”


    The step was taken after SZABMU held MDCAT on Sept 22 in Islamabad, AJK, and at two destinations out of the country, i.e., Saudi Arabia and UAE, and a number of candidates took their complaints to IHC.  The court then directed the university to retake the test within two weeks.


    After the court’s order, the university administration announced that the result would remain intact. 


    However, those who want to reappear in MDCAT can submit applications on its website.
    Initially, around 17,000 students submitted applications, and the university announced a test on November 24 but it got cancelled and rescheduled on December 14.

    However, that got cancelled, and the university announced the exam to be held on December 22. At the same time, the university filed an appeal against the retake of the test in the high court while offering grace marks to students instead of retaking the exam.

    A Pakistani-origin  journalist on December 18 asked US State Department spokesman Matthew Miller for his comment on the recent increase in the salaries of Punjab assembly members and ministers.

    Matthew Miller declined to comment on the development, saying: “We understand that the appropriate salary of government officials in Pakistan is a question for the people of Pakistan and the government of Pakistan, which the United States does not have to answer. We generally do not comment on the salary of government officials anywhere in the world. Of course, this will be our policy for Pakistan as well.”

    On December 16, the Punjab Assembly approved a bill that sought to increase the salaries of its members exponentially. Effective January 1, the monthly pay for each Member of the Provincial Assembly (MPA) will rise to Rs400,000 from Rs76,000, according to Geo News.

    The Punjab Revision of Salaries of Public Representatives 2024 bill was passed with a majority in a Monday Session, with Opposition leader, Ahmad Khan Bachar, raising objections over the bill.

    However, Punjab Assembly Speaker Malik Muhammad Ahmad Khan defended the bill, calling it a step in the right direction as citizens suffer from high inflation.

    “The perks, including salaries and allowances of the speaker, deputy speaker, MPAs, parliamentary secretaries, advisors, special assistants and ministers are governed by their respective laws, and every time a revision in their perks is needed, relevant laws were required to be amended by the Assembly,” the bill states. 

    The bill also proposed the increase of Provincial Assembly Speaker’s salary from Rs125,000 to Rs950,000.

    As per the proposal, the salary of the deputy speaker will jump to Rs800,000 from Rs120,000; parliamentary secretary from Rs83,000 to Rs451,000; adviser to the CM from Rs100,000 to Rs665,000; special assistant to the CM from Rs100,000 to Rs665,000.

    The journalist, in his question to the US State Department, mentioned: “Before coming to this briefing, a colleague told me that the salaries of ministers in Pakistan had been increased by 900 percent. Just a month ago, I asked the Finance Minister of Pakistan in Washington, DC that in a country where there is so much poverty, how can they come to America while staying in big hotels, with huge delegations and beg for money with a smile?”


    Miller’s response remained curt: “United States does not interfere in the internal affairs of other countries, including decisions on ministerial salaries, and that it is the responsibility of the Pakistani government to address such concerns.”

    Interior Minister Mohsin Naqvi has assured Chief Minister (CM) Khyber Pakhtunkhwa (KP) Ali Amin Gandapur on Friday that the federal government will fully cooperate with the provincial government to restore peace in the province.


     
    The cordial meeting came about after plenty of fiery statements were exchanged between the Chief Minister and the federal government. After meeting Ali Amin Gandapur at the KP CM office in Peshawar, Naqvi said, “We will fully support enhancing the capacity of law enforcement agencies in Khyber Pakhtunkhwa.”

    According to reports, the discussion was centred on the deteriorating law and order situation in KP province, which saw an uprising in militant attacks in the past few months. 

    Speaking about last month’s deadly attack by two rival clans on each other, the Interior Minister remarked, “Maintaining peace in Kurram is our top priority.”

    On November 21, gunmen ambushed a police-escorted convoy, which was headed towards Peshawar from Parachinar, leaving 52 dead and multiple wounded. Subsequently, clashes between warring clans escalated, and the tribes agreed to an “indefinite ceasefire” on December 6 after days of fighting.

    Businesses, educational institutions and markets remained closed across Parachinar amid the clashes. The deadly dispute, which claimed at least 122 lives and left another 168 injured, also led to thousands taking to the streets in various cities across the country, demanding peace in the troubled area.


    According to experts, land ownership issues in the region are the main bone of contention in the district. Since the Taliban took control of Afghanistan in 2021, the scale and violence of land disputes in Kurram have intensified and are fueled by the influx of advanced weapons left behind by retreating American forces.

    Boshehra, a village in Upper Kurram, has become a focal point of a contentious land dispute that has intensified since 2023. This decades-long conflict, centred around a 100-kanal [50,586 sq metres] piece of land, has resulted in repeated clashes, armed skirmishes and numerous casualties. Despite efforts to resolve the issue through tribal jirgas [traditional councils], the dispute remains unresolved, as per Dawn News.

    District authorities reported that at least eight major violent land disputes are currently ongoing between the two tribes in the region.

    Naqvi stressed the need for efforts to be made with the consultation of all stakeholders to establish sustainable peace in Kurram, which had been the epicentre of violent clashes between two tribes on land disputes.

    Interior Minister and CM KP paid tribute to the law enforcement agency martyrs in the war fighting against terrorism. “Martyrs are our pride. We salute their eternal sacrifices,” said Naqvi.

    Ali Amin Gandapur declared that the sacrifices of martyrs are unforgettable. “We will unite to fight against the menace of terrorism,” he added.

    Meezan Bank has denied claims of a data breach and unauthorised transactions.

    In a Customer Advisory statement posted on Instagram, the bank stated, “There is news circulating on various Social Media platforms that peoples’ Debit and Credit cards are being charged on several websites without their consent.”

    In a costumer dvisory statement, the bank wrote,

    “There are reports circulating on social media about unauthorized charges on customers’ debit and credit cards. We advise our customers to take the following precautions while using their cards online:

    • Avoid using cards on untrusted websites where card information may be at risk.
    • Do not use public Wi-Fi networks for banking transactions.
    • Be cautious of phishing attempts through emails, messages, or calls asking for card details or OTPs, even if they appear to be from trusted sources.
    • Immediately report to your bank if your card is lost or stolen.

    Dozens of social media users reported last week that money was allegedly withdrawn from their bank accounts through unauthorised transactions.

    Customers claimed large sums were transferred from their debit cards without their knowledge, with some suggesting a possible data breach.

    Malik Zaka, a resident of Islamabad, shared in the Facebook group Voice of Customer a day ago that “more than 2 million rupees were illegally transferred from his Meezan Bank debit card.”

    Speaking to Dawn, Zaka explained that money had been transferred from his account on seven separate occasions. “These cards were such that he never used them for internet banking. I have never used cards on the internet, how can this happen?” he said.

    Zaka added, “The money was returned within three hours, but the incident was ‘suspicious’ and claimed that it could be a ‘data breach’ as multiple people were reporting the same incident.”

    Meezan Bank, however, reassured its customers that their data was completely secure, emphasising that there was no security breach.

    Journalist Muhammad Malick claimed on Thursday that former Prime Minister (PM) Imran Khan gave a tough time to different leaders of his party during a meeting at the Adiala Jail in Rawalpindi on Thursday.

    Malick said on his talk show programme KHABAR that former Foreign Minister Shah Mehmood Qureshi bluntly told Imran Khan, “You have appointed jokers to key positions.” 

    Imran Khan met with Senator Shibli Faraz, Shah Mehmood Qureshi, former party member Fawad Chaudhry, Chief Minister (CM) Khyber Pakhtunkhwa (KP) Ali Amin Gandapur and lawyer Salman Akram Raja at the jail. The meeting was two hours long, said the journalist.

    “Instead of initiating agitation after the February 8 general election, you [the party leadership] confined yourself to your home, [….] why did you retreat from D Chowk last month,” Malick quoted Imran Khan as saying.


    Former Foreign Minister Qureshi advised the party to move towards dialogue instead of confrontation, making the case for giving a chance to negotiations and  resolving problems through understanding. If the government is serious about dialogue, they should initiate talks, stated the journalist.

    Qureshi called out party leadership by saying that he has “40 years of experience in politics” and that party leaders must consult him before making a political decision.

    Sources told Express Tribune that Khan was skeptical about the talks, but Gandapur remained optimistic during their meeting. 

    “Wait until Saturday; if the government tries to convince PTI, then move ahead. Otherwise, go for the civil disobedience call,” sources quoted the PTI founder as saying. 

    The jailed head of the PTI posted a message on X (formerly Twitter) on Thursday emphasised that two of his demands, including the formation of a judicial commission comprising the three most senior judges, must be established to probe the May 9 and November 26 events and the release of political prisoners must be met.


    “If the government does not act on them by Sunday, the first phase of the civil disobedience movement, a remittance boycott, will begin,” he warned.

    The former Premier clarified to the government that the move to defer the civil disobedience movement was made on the broader national interest. “If the government is not interested [for dialogue], we are not holding a gun to their head. Our offer for dialogue should not be deemed as a sign of weakness,” he said.

    Additionally, Malick claimed that Imran Khan believed that the administration of the newly elected President of the United States (US), Donald J. Trump would be involved in securing his release.

    PTI terminates Salman Ahmed’s membership over tweets against Bushra Bibi

    Pakistan Tehreek-e-Insaf (PTI) has terminated the basic party membership of former Junoon guitarist Salman Ahmed on Thursday, after the musician posted multiple tweets over the past few weeks against Imran Khan’s wife Bushra Bibi. 

    In a tweet posted from PTI’s official X (formerly Twitter) account, the party wrote: 

    “After careful consideration, Pakistan Tehreek Insaf has formally terminated “basic membership” of Salman Ahmed @sufisal . 

    His recent social media activity and attacks on Chairman Imran Khan’s family has deeply hurt sentiments of many Pakistanis, this behavior is completely unacceptable.” 

    Salman was widely considered one of the inside circle, party members closest to Imran Khan. A fervent supporter of Khan’s since many years, the guitarist took to publicly criticising Bushra Bibi after PTI’s November protest turned into a catastrophe. 

    In multiple tweets posted since the protest ended, Salman Ahmed called out Bushra Bibi in very public attacks, hinting at corruption within her ranks. He has also obliquely tweeted about First Ladies who were allegedly corrupt, including Winnie Mandela. Salman has also attacked Farah Gogi, charged with corruption on Bushra Bibi’s behalf, and Mashaal Yousafzai, considered to be the former First Lady’s new aide. 


    The rest of his Twitter feed is full of anti-military content along with demands to free Imran Khan. 

    As of the time of filing this report, Salman Ahmed had not posted a reaction on his account.

    Khyber Pakhtunkhwa (KP) chief minister’s (CM) adviser, Barrister Muhammad Saif, said on Thursday that peace in Kurram could not be achieved unless all clans surrendered their arms to the government.

    “Without disarmament, ensuring security and reopening roads remains a challenge,” Barrister Saif said in a telephonic conversation with Geo Pakistan. 

    Responding to a question about the closure of the main road in Kurram, Saif said that the basic reason to close the 20-kilometer road from Tal to Parachinar was the recent attack on a 200-vehicle convoy.

    He said that the provincial cabinet had decided that rival clans must also demolish trenches and bunkers along the road to Parachinar. “As soon as both clans disarm themselves, the road will be re-opened,” he said.

    Saif dismissed claims that Kurram was facing a shortage of medicine and goods. “We have delivered medicines there via helicopter, and life-saving drugs are also available at the District Headquarters (DHQ) hospital.”

    He was referring to the Provincial Disaster Management Authority’s (PDMA) provision of relief goods worth Rs150 million to the Kurram deputy commissioner for distribution among those affected by violence.

    To another question, Saif maintained that mutual trust was contingent upon the factions surrendering their weapons to ensure lasting peace.

    Founder Pakistan Tehreek-e-Insaf (PTI) Imran Khan on Thursday spoke about the alleged brutalities by the state on demonstrators during his party’s protests last month in the federal capital. PTI has alleged that  12 people were killed in the clashes. 

    The former Prime Minister posted a message on his official X (formerly Twitter) account, stating that after hearing the news of the firing on protestors on November 24, he “could not sleep despite taking sleeping pills” due to the anguish caused by the violence against unarmed citizens.

    Declaring November 26 a black day in the history of Pakistan, Imran Khan alleged that snipers opened fire on unarmed people, injuring and killing young individuals.

    “Several people have been missing for three weeks now. It is the government’s responsibility to locate the missing individuals. The government must answer where these people have gone. Our people have made sacrifices for democracy. I direct my parliamentary party, including Barrister Gohar [party chairman], to raise their voices in the assembly for these missing persons. It is unacceptable for the parliament to function as normal while blood is being spilled in the country,” he said.

    Asserting that PTI demonstrators were peaceful during last month’s long march, Khan said that no other political party in the country was subjected to such treatment. “As long as I live, I will ensure that November 26 is never forgotten,” he added.

    The jailed head of the PTI declared two of his demands, including the formation of a judicial commission comprising the three most senior judges, must be established to probe the May 9 and November 26 events and the release of political prisoners.

    The head of the biggest opposition party alleged, “The incumbent government was not formed by the people’s votes but through a conspiracy. General Bajwa conspired against our elected government, causing a loss of $42 billion to Pakistan.”

    Imran Khan wrote that the country’s economy is in shambles, and the business class and investors are transferring their capital abroad.

    Five Pakistanis dead, 35 missing in Greek boat capsizing

    The death toll from the boat capsize incident in Greece has surged to 40 as rescue efforts by authorities to find survivors ended without any success on Wednesday.


    Officially, Pakistan’s government has confirmed the death of five people belonging to the Sialkot, Gujrat, Mandi Bahauddin, and Narowal districts. 


    Among the five confirmed victims, two belonged to Pasrur, a tehsil of Sialkot, while one each hailed from Gujrat, Narowal, and Mandi Bahauddin. The fifth victim was identified as Muhammad Shabeer of Gakharkey village of Narowal.


    Additionally, locals in Heelan village of Mandi Bahauddin also claimed that five youngsters from their village were also among the missing. The family of another victim named Awais of Uddu Fateh village of Pasrur told the media that he was also missing.
    However, as the search by Greek authorities ended on Wednesday, 35 missing citizens are also presumed dead now, taking the tally to 40.

    An earlier report suggests that 47 Pakistanis were among the rescued passengers. 


    FIA investigation


    Following the incident, the Federal Investigation Agency (FIA) has registered six cases against suspects allegedly involved in illegal transportation of victims from Punjab to Libya with promises to send them off on boats to Greece, helping them enter Europe.


    FIA officials have also ‘sealed’ the FIRs to reportedly conceal the identity of local facilitators.


    Dawn quotes sources saying that three cases were registered with the Gujrat and Gujranwala circles of the FIA, adding that four suspects have been arrested in connection with the boat accident on Wednesday. 


    Reports suggest that at least four different teams — two each in Gujrat and Gujranwala — have been constituted to trace and arrest the human traffickers and their local facilitators in the region.


    PM chairs meeting


    Prime Minister Shehbaz Sharif on Wednesday in a meeting directed strict action against human trafficking and sought a quick report on the incidents of human trafficking during the last year involving Pakistani citizens. 


    “The recurrence of such incidents is due to the sluggish action against the people involved,” the PM said. 


    In an effort to thwart illegal transportation, the premier instructed the immediate implementation of the Integrated Border Management System (IBMS) to monitor international travellers. 


    The authorities also informed the PM that 174 people involved in human trafficking had been produced before courts, with four of them convicted only.


    During the meeting, the Prime Minister recalled that 262 Pakistani nationals had lost their lives in a similar incident in the same area last year.


    However, in a report released by Pakistan’s National Commission for Human Rights, Pakistan it was stated,: “In the year 2023 alone over 6,000 Pakistanis undertook illegal journeys to reach European shores” — though some other estimates put the number significantly higher. 


    In 2023, more than 350 Pakistanis lost their lives when an overcrowded boat carrying hundreds of illegal migrants sank en route to Greece from Libya.
