    Ali Mardan Domki will be the interim CM of Balochistan

    Balochistan’s Chief Minister, Abdul Quddus Bizenjo, and the Leader of the Opposition, Malik Sikandar, have mutually decided to appoint Mir Ali Mardan Khan Domki as the caretaker Chief Minister of Balochistan, Geo News has reported. 

    Balochistan Assembly was dissolved on August 12 when Governor Malik Abdul Wali Kakar signed the summary of dissolution.

    Ali Mardan Domki is the son of Mir Hazor Bakhsh Domki, who served as senator from 1975 to 1977. The interim CM belongs to the Lahri area of Balochistan.

    After the dissolution of the Sindh and National Assembly, the Balochistan Assembly was the last one to be dissolved.

    Governer Sindh, Kamran Tessori, signed the summary of dissolution moved by CM Sindh Murad Ali Shah on August 11, a day before the completion of the assembly’s constitutional term.

    Caretaker Prime Minister Anwaar-ul-Haq Kakar is expected to announce the federal interim cabinet in the next few days.

    President Alvi returns 13 bills

    President Dr. Arif Alvi has returned over a dozen bills for reconsideration by the parliament, resulting in an indefinite delay in their progression since a new assembly will be formed after the general elections, to be held later this year. The bills were approved by both houses of the parliament towards the end of the PML-N-led government’s term.

    Among these bills is the recently proposed amendment to the Code of Criminal Procedure, aimed at increasing penalties for those found guilty of showing disrespect to the Holy Prophet (PBUH), his companions, and other revered religious figures.

    Additional bills that have been sent back include the amendment to the Press, Newspapers, News Agencies, and Books Registration legislation, which seeks to change the term ‘federal government’ with ‘Prime Minister’ wherever mentioned in the law.

    Similarly, the Bill for the Protection of Journalists and Media Professionals aims to shift the jurisdiction over journalist protection from the Ministry of Human Rights to the Ministry of Information. The National Commission for Human Development (Amendment) Bill is also among the returned bills, proposing revisions to the functions of the National Commission for Human Development (NCHD) and changes in its administrative structure to enhance efficiency and facilitate business operations.

    Furthermore, a returned bill linked to the 2023 amendment of the Imports and Exports (Control) Bill.
    This measure addresses instances of economic difficulty and has been prompted by appeals from the business community and other sectors, seeking temporary relief from import/export-related restrictions.

    President Alvi also returned the bill related to the Higher Education Commission (HEC), which seeks to extend the term of the HEC chairman to four years.

    The remaining bills that have been sent back include amendments to the Public Sector Commission legislation, the Institute of Management Sciences Bill, the Horizon University Bill, the Federal University Bill, NFC Institute of Engineering and Technology Multan Bill, and the National Institute for Technology Bill.

    Relief for PTI; IHC issues release orders for Shandana Gulzar and Shehryar Afridi

    The Islamabad High Court (IHC) has on Wednesday ordered the immediate release of Pakistan Tehreek-e-Insaf (PTI) leaders Shandana Gulzar and Shehryar Afridi after suspending their arrest warrants under Maintenance of Public Order (MPO).

    The IHC had previously ordered that both Shandana Gulzar and Shehryar Afridi be presented in court.

    IHC conducted a hearing against the detention of both the leaders under the MPO on Tuesday.

    Afridi’s lawyer Sheer Afzal Marwat told the court that, “This is the seventh MPO order passed against Afridi, and the accused has been in jail for 90 days.”

    IHC judge Justice Babar Sattar asked, “Before this, which MPO order was passed by the deputy commissioner?”. The order against Shehryar Afridi was then read aloud by the counsel.
    The lawyer told the court, “Arrests were made in seven cases, but his client was later released on bail. Seven MPO orders issued against Shehryar Afridi so far have been declared illegal by courts.”

    The court further asked, “Where the MPO has not been issued?” To this question, the lawyer told the court that MPO orders have not been issued in Balochistan and Sindh.

    Justice Babar Sattar remarked, “If you have to keep a citizen in custody, you will have to provide reasons.”

    The court restricted Shehryar Afridi from speaking on media or social media until the trial ends.

    Afghan women under Taliban rule: two years later

    15 August 2023 marked two years of the fall of Kabul when the Taliban seized the capital, capturing the government in Afghanistan in 2021.

    While the Afghan government tried to ward off the assault for the longest time, the inevitable took place, leaving many sections of society devastated. Among them were women who knew what the Taliban takeover would mean for their freedom.

    “We are going to allow women to study and work within our framework. Women are going to be very active in our society,”, the Taliban had promised in their first press conference following their takeover. But as many feared, these words never became a reality.

    So, what have the Afghan girls and women endured since 15 August 2021?

    In March 2022, a ban on girls’ secondary education was imposed moments after the education ministry reopened schools for both girls and boys. The ban further barred girls from joining universities.

    Women were denied entry in the job market. This includes exclusion from NGOs as well as the government sector. Ban on beauty salons left women even more helpless. While Afghanistan’s economy has been in shambles, families have been struggling to make ends meet and with women’s exclusion from the job market, especially sole breadwinners like widows or single mothers, are in serious financial crisis. Out of options and desperation, some women have resorted to the profession of nursing and midwifery just to escape the four walls of their house and earn.


    Not only Afghan women cannot leave their house without a male chaperone (a mahram), but it is mandatory for them to wear burqas. They are also not allowed to wear make-up or heels, and are barred from accessing public places such as parks, gyms, marketplace etc.


    Having nothing to do with their lives as a result of numerous socio-political restrictions, young girls are forced into marriage. Others are sold in order to cover finances or compensate for debts. Parents fear for their daughters’ lives as they often know little about the families they are married into or sold to, but they find themselves to be powerless.


    There is a sense of fear and trauma amongst young girls and women which is leading to mental health issues.

    Following the takeover, valiant Afghan women have, nonetheless, taken their fight to the streets and have protested time and again. Resultantly, they have been threatened and even beaten, but two years on, their anger trumps fear and their struggle continues.

    Former interior minister Rana Sanaullah and ex-opposition leader Raja Riaz have said that it is probable that general elections will be held next year in February, Geo News has reported.

    Rana Sanaullah, leader of the Pakistan Muslim League-Nawaz (PML-N), has said that PML-N supremo and former Prime Minister Nawaz Sharif will return to Pakistan very soon and will lead his party’s electoral campaign.

    While speaking in Geo News programme ‘Aaj Shahzeb Khanzada Kay Saath’, Rana Sanaullah stated that the establishment also wanted general elections to be held in 90 days, however, due to the delimitation of constituencies, the polls will be held in February next year.

    On the other hand, Raja Riaz has also said that general elections will be held at the start or middle of February next year.

    He also mentioned that there are chances that elections could be delayed due to the present economic situation in the country.

    “It is time to save the country, not politics,” he added.

    Without explaining much, he said that “elders” had decided to conduct elections next year.

    On the other hand, the president of the PML-N, Shehbaz Sharif, has high hopes from caretaker Prime Minister Anwaar-ul-Haq Kakar, expecting him to conduct transparent, free, and impartial elections.

    Anwaar ul Haq Kakar sworn in as caretaker Prime Minister of Pakistan

    Anwaar-ul-Haq Kakar has officially assumed office as the eighth caretaker Prime Minister of Pakistan. The oath-taking ceremony took place at the President House, where President Arif Alvi administered the oath to Kakar.

    The event was attended by former Prime Minister Shehbaz Sharif, former cabinet members, Chief of Army Staff (COAS) General Asim Munir, Chairman Joint Chiefs of Staff Committee General Sahir Shamshad Mirza, Senate Chairman Sadiq Sanjrani, caretaker Chief Ministers of Punjab and Khyber Pakhtunkhwa, and other high-ranking officials from different sectors of the government.

    Following the oath-taking, the caretaker PM Kakar was given a guard of honor at the Prime Minister’s House, symbolizing his official responsibility as the interim leader.

    His initial responsibility is to announce his cabinet so that the electoral process is conducted smoothly.

    Kakar’s appointment as the caretaker Prime Minister was unveiled on Saturday, following deliberations between Shehbaz Sharif and former opposition leader Raja Riaz. After several days of speculation, Kakar was officially designated for the role.

    Donald Trump was indicted Monday on charges of racketeering and a string of election crimes afer a sprawling, two-year probe into his eforts to overturn his 2020 defeat to Joe Biden in the US state of Georgia.


    The case — relying on laws typically used to bring down mobsters — is the fourth targeting the 77-year-old Republican this year and could lead to a watershed moment, the first televised trial of a former president in US history.

    Prosecutors in Atlanta charged Trump with 13 felony counts — compounding the legal threats he is facing in multiple jurisdictions as a firestorm of investigations imperils his bid for a second White House term.

    Eighteen co-defendants were indicted in the probe, including Trump’s former personal lawyer Rudy Giuliani, who pressured local legislators over the result afer the election, and Trump’s White House chief of staf, Mark Meadows.

    With Trump already due to go on trial in New York, south Florida and Washington, the latest charges herald the unprecedented scenario of the 2024 presidential election being litigated as much from the courtroom as the ballot box.

    “Rather than abide by Georgia’s legal process for election challenges, the defendants engaged in a criminal racketeering enterprise to overturn Georgia’s presidential election result,” Fulton County prosecutor Fani Willis told reporters.

    Willis said Trump and his co-defendants had until noon on August 25 to “voluntarily surrender” to authorities, adding that she would like to go to trial within six months.


    “So, the Witch Hunt continues!” Trump posted on his Truth Social platform.


    “Sounds Rigged to me! Why didn’t they Indict 2.5 years ago? Because they wanted to do itright in the middle of my political campaign. Witch Hunt!”


    His lawyers’ statement took issue with the “leak of a presumed and premature indictment before the witnesses had testified or the grand jurors had deliberated”, in what they say has been a “flawed and unconstitutional” process.


    In response to similar allegations by the Trump campaign, Willis said: “I make decisions in this ofice based on the facts and the law. The law is completely nonpartisan.” The twice-impeached Trump was charged with violating Georgia’s Racketeer Influenced and Corrupt Organizations (RICO) Act, as well as six conspiracy counts over alleged eforts to commit forgery, impersonate a public oficial and submit false statements and documents.
    He is also accused of lying in statements and filing fake documents, as well as soliciting public oficials to break their oaths.

    -Most serious threat –


    Georgia, which Biden won by fewer than 12,000 votes, presents perhaps the most serious threat to Trump’s liberty as he leads the field comfortably for his party’s nomination to bid for reelection.


    Even if he is returned to the Oval Ofice, he would have none of the powers that presidents arguably enjoy in the federal system to pardon themselves or have prosecutors drop cases. The harsh penalties associated with RICO cases can be an incentive for co-defendants to seek cooperation deals, and the statutes are usually used to target organized crime. Thirty unindicted co-conspirators were mentioned in the indictment.

    Under federal law, anyone who can be connected to a criminal “enterprise” through which offenses were committed can be convicted under RICO. The broader Georgia law doesn’t even require the existence of the enterprise.


    Atlanta-area authorities launched the probe afer Trump called Georgia officials weeks before he was due to leave the White House, pressuring them to “find” the 11,780 votes that would reverse Biden’s victory in the Peach State.


    Meadows, who is accused of trying to get a public oficial to violate his oath, was on the call.

    Secret report –

    Willis empaneled a special grand jury that heard from around 75 witnesses before recommending a raf of felony counts in a secret report in February.


    She alleges that Trump’s team worked with local Republicans on a scheme to replace legitimate slates of “electors” — the oficials who certify a state’s results and send them to the US Congress — with fake pro-Trump stand-ins.


    The indictment lists a litany of telephone calls made by Trump, Giuliani and others to various state oficials for the purpose of unlawfully appointing fake electors to swing the Electoral College in Trump’s favor.


    Giuliani faces 13 felony counts, including over accusations of harassment of two Fulton County poll workers.


    Other Trump allies were charged over the accessing of sensitive data from an election office in a rural county south of Atlanta one day afer the 2021 Capitol riot.


    Trump is already facing dozens of felony charges afer being federally indicted over the alleged plot to subvert the election, and further prosecutions over his alleged mishandling of classified documents and keeping allegedly fraudulent business records.


    Authorities in Atlanta installed security barricades outside the downtown courthouse in anticipation of a potential influx of Trump supporters and counter-protesters in the latest case.


    Lawmakers investigating Trump’s eforts to cling to power heard evidence in a series of congressional hearings last summer that would challenge his potential defense that he genuinely believed he had been cheated of the election.

    Retired Justice Maqbool Baqar becomes Interim CM Sindh

    On Monday evening, Sindh’s Chief Minister (CM) Murad Ali Shah, and the Leader of the Opposition in the dissolved Sindh Assembly, Rana Ansar, agreed on appointing Justice (retd) Maqbool Baqar as the eighth interim CM of Sindh. He will be taking his oath tomorrow.

    Around midnight yesterday, Mayor Karachi Murtaza Wahab Siddiqui posted on X (former Twitter), “I would like to inform you that the consultative process between CM Sindh & Opposition Leader under Article 224(1A) took place on 12th, 13th & 14th of August. Both leaders have concurred to nominate Justice Maqbool Baqar as the interim Chief Minister of the Sindh Government.”

    Sindh CM House issued a brief statement that said, “After three-day consultations between Sindh Chief Minister Syed Murad Ali Shah and Leader of Opposition in the dissolved provincial assembly Rana Ansar, the two have agreed on the appointment of retired justice Maqbool Baqar as caretaker chief minister.”

    “The summary for the formal appointment of Justice Baqar has immediately been forwarded to the Sindh governor Kamran Khan Tessori,” the statement added further.

    The ruling party in Sindh, PPP, proposed Justice Baqar’s name for the interim CM position.

    Who is Justice Baqar?

    Justice Maqbool Baqar is a retired judge of the Supreme Court of Pakistan. Born in Karachi on April 5, 1957, Justice (retd) Baqar did his LLB from the University of Karachi in 1979. He became the Chief Justice of the Sindh High Court on September 20, 2013, and was elevated to a Judge of the Supreme Court of Pakistan on February 17, 2015. Justice Baqar retired as a Supreme Court judge on April 4, 2022. His name was also under consideration in 2022 for the position of Chairman of National Accountability Bureau (NAB).

    During his service at the SHC, Justice Baqar’s decisions in terrorism cases infuriated terrorist organizations, leading to an attack by Lashkar-e-Jhangvi in a bombing incident on June 26, 2013, in Karachi. He, along with law enforcement personnel, sustained injuries during the attack. He returned to work after undergoing months of restorative surgery.

    One of his notable judgments is in the case of the Baldia factory fire, which resulted in significant compensation for the victims of the incident.

    Justice (retd) Baqar has also frequently highlighted shortcomings within the judiciary. Even in his farewell address at the Supreme Court, he admitted, “I believe that despite our efforts, we have not met expectations. Backlogs and pending cases remain exceedingly high across all courts in the nation. This reality should concern all stakeholders. It is vital that we eliminate obstacles to swift and affordable justice and take steps to prevent unnecessary delays in adjudication with genuine dedication and a focused approach to fulfilling our constitutional role.”

    ECP bans entry, exit polls by media in code of conduct

    The Election Commission of Pakistan (ECP) has banned entry and exit polls by national and international media during general elections according to its code of conduct for national media, international media, and observers.

    According to the code of conduct, the ban is applicable to print & electronic media and any journalist, newspaper, and channel on their official accounts on digital media, and other social media influencers also forbidding them to conduct any kind of surveys at any polling station or constituency which may influence the voters’ free choice of casting votes.

    An entrance poll translates into asking voters whom they are planning to vote for or a similar set of questions. In the same manner, an exit poll is taking opinions of voters regarding their voting pattern after they come out of the polling station.

    While addressing the issues regarding the content, ECP further states that “the content on print & electronic media, any media person, newspaper, channel operating official accounts on digital media and social media influencers shall not include any aspect which might be construed as personal attack on candidates or political parties on the basis of gender, religion, sect, caste, baradari etc.”

    The code bounds media houses to provide details of expenditures made by any political party that runs a paid advertisement on their platform. In addition to that, it further states, “The Pakistan Electronic Media Regulatory Authority (PEMRA), Pakistan Telecommunication Authority (PTA), Press Information Department (PID), Cyber Wing and Digital Media Wing of Ministry of Information and Broadcasting (MoIB) shall monitor the coverage given to political parties and candidates for their election campaigns through electronic channels, print and social media. The above authorities shall submit to the commission details of payments made by the political parties and candidates within 10 days after poll day.”

    The code of conduct also advises the journalists or print, electronic and digital media, social media influencers, and media houses that throughout the election period they shall launch Civic and Voter Education programs which must be inclusive, especially targeting marginalized groups such as women, transgenders, youth, minorities, and differently-abled persons to maximize voter turnout and ensure their participation in the electoral process.

    To ensure impartiality, the code of conduct for international media states that, “International Observers and Media persons shall select areas for election observation and reporting in consultation with Election Commission of Pakistan for their security and safety. However, International Observers and media persons shall choose the area to ensure balanced observation /reporting. “

    It also restricts Individual observers from making any personal comments about his/her observation or conclusion on the election process to the media, also obligating them to share their findings, methodology, recommendations, and reports with the Election Commission of Pakistan.
