    Hundreds of importers, officials involved in tax evasion scandal: whistleblower

    In its latest crackdown against tax evasion, the Federal Board of Revenue (FBR) has decided to pursue legal action against individuals and entities for tampering with customs declarations. Reports reveal that 463 importers collaborated with officials from both Pakistan Revenue Automation Limited (PRAL) Pakistan Single Window (PSW) to carry out the tax evasion scheme.

    Moreover, 106 clearing agents aided the tampering process which affected more than 2300 customs declarations. According to reports, the operation caused the national exchequer to remain unable to realize approximately 14 billion rupees in revenues.

    Details regarding the case surfaced after a whistleblower documented the manipulation of customs declarations by importers to avoid tax payments. Reports claim that the whistleblower is a former PRAL employee and that his confession helped uncover the fraud that had been going on for close to five years.

    The whistleblower is in hot waters with the law themselves as they face multiple corruption charges. However, some believe that their testimony was crucial to reveal the crime.

    The FBR recently posted a colossal revenue shortfall of 386 billion in the first half of fiscal year 2024-25. Had these importers been filing their taxes lawfully, this shortfall could have been approximately 3.63 percent narrower.

    As per reports, the tax evasion scheme initially began in January 2020 and quickly enveloped a vast array of officials given the amount of money that could be made by defrauding the FBR. Officials helped importers evade taxes by preying on weaknesses that they had identified in the Web-Based One Customs (WeBOC) and PSW systems.

    Under Pakistan’s legal framework, transshipment goods declarations (TGDs) are to be converted to ‘Home Consumption’ GDs at dry ports. However, officials abused the system by altering TGDs by changing the values, quantities and even product classification codes of imported goods to avoid duties on customs.

    Reports claim that the fraud was mainly perpetrated at dry ports with tampered TGDs being a pressing issue in Peshawar (1,671 tampering instances) and Lahore (522 tampering instances). However, the fraud is not limited to the aforementioned cities as the tax evasion scheme enveloped operations in Islamabad, Multan, Sialkot and Quetta.

    While tampering with GDs is a publishable offense under Pakistan’s law, the gains from assisting tax evasion schemes are particularly alluring for public officials – which cause the FBR to face revenue losses. The FBR has directed the Directorate General of Post Clearance to audit declarations and calculate the monetary value of the damage the scheme had on the entity’s revenue stream.

    Canadian Prime Minister Mark Carney on Sunday called early elections for April 28, pledging to defeat Donald Trump’s drive to annex the United States’ huge northern neighbor.

    Carney, a former central banker, was chosen by Canada’s centrist Liberal Party to replace Justin Trudeau as prime minister, but he has never faced the country’s broader electorate.

    That will now change as Carney brought parliamentary elections forward several months from October. He made it clear that the barrage of trade and sovereignty threats coming from the US president will be the focus of his campaign.

    “I’ve just requested that the governor general dissolve parliament and call an election for April 28. She has agreed,” Carney said in a speech to the nation, referring to King Charles III’s representative in Canada, a member of the British Commonwealth.

    In power for a decade, the Liberal government had slid into deep unpopularity, but Carney will be hoping to ride a wave of Canadian patriotism to a new majority.

    “I’m asking Canadians for a strong, positive mandate to deal with President Trump,” Carney said, adding that the Republican “wants to break us, so America can own us. We will not let that happen.”

    “We are facing the most significant crisis of our lifetimes because of President Trump’s unjustified trade actions and his threats to our sovereignty,” Carney said.

    “Our response must be to build a strong economy and a more secure Canada,” he added, pledging not to meet Trump until he recognizes Canadian sovereignty.

    Trump has riled his northern neighbor by repeatedly dismissing its borders as artificial, and urging it to join the United States as the 51st state.

    The ominous remarks have been accompanied by Trump’s trade war, with the imposition of tariffs on imports from Canada threatening to severely damage its economy.

    Poll favorites

    Domestic issues, such as the cost of living and immigration usually dominate Canadian elections but, this time around, one key topic tops the list in this country of 41 million people: who can best handle Trump.

    The president’s open hostility toward his northern neighbor — a NATO ally and historically one of his country’s closest partners — has upended the Canadian political landscape.

    Trudeau was deeply unpopular when he announced he was stepping down, with Pierre Poilievre’s Conservatives seen as election favorites just weeks ago.

    But since Trump’s threats, the polls have spectacularly narrowed in favor of Carney’s Liberals, who hold a minority in parliament, and analysts are now describing the race as too close to call.

    “Many consider this to be an existential election, unprecedented,” Felix Mathieu, a political scientist at the University of Winnipeg, told AFP.

    Poilievre, 45, is a career politician, first elected when he was only 25. A veteran tough-talking campaigner, he has sometimes been tagged as a libertarian and a populist.

    On Sunday, Poilievre — seen by some as too similar to Trump in style and substance — set the tone.

    “I want the opposite of what Donald Trump wants,” the Conservative leader said in Toronto, promising to base his campaign on bread-and-butter economic issues and the worries of “regular people.”

    Kicking off his campaign in Labrador and Newfoundland, Carney told supporters on Canada’s Atlantic coast that the country needed “big change” to turn its economy around and “fight Donald Trump’s tariffs.”

    ‘Don’t care’

    Carney, 60, has spent his career outside of electoral politics. He spent more than a decade at Goldman Sachs and went on to lead Canada’s central bank, and then the Bank of England.

    Smaller opposition parties could suffer if Canadians seek to give a large mandate to one of the big two, to strengthen their hand against Trump.

    The US leader professes not to care who wins the Canadian election, while pushing ahead with plans to further strengthen tariffs against Ottawa and other major trading partners on April 2.

    “I don’t care who wins up there,” Trump said this week.

    “But just a little while ago, before I got involved and totally changed the election, which I don’t care about … the Conservative was leading by 35 points.”

    The younger daughter and last living child of former Prime Minister (PM) Zulfikar Ali Bhutto, Sanam Bhutto, has received the Nishan-i-Pakistan award posthumously on her father’s behalf in recognition of his work in public service.

    The investiture ceremony was held at Aiwan-i-Sadr on Sunday, where Sanam Bhutto received Pakistan’s highest civilian honor, the Nishan-e-Pakistan, on behalf of her late father. President Asif Ali Zardari presented the award in the presence of First Lady Aseefa Bhutto.

    Sanam Bhutto was overwhelmed with emotion and broke into tears during the ceremony, while the hall of the President’s House echoed with chants of Jeay Bhutto.

    On April 4, 1979, founder of PPP Zulfikar Ali Bhutto was executed after being convicted in a controversial murder case during the dictatorship of General Zia. He was buried at his family mausoleum in Garhi Khuda Baksh.

    In March last year, the Supreme Court acknowledged that Bhutto’s trial was unfair and deprived of due process at both the trial and appellate levels, correcting what was seen as a historic miscarriage of justice.

    Notable figures, including Senate Chairman Yousuf Raza Gilani and Pakistan Peoples Party (PPP) Chairman Bilawal Bhutto, parliamentarians, diplomats, media representatives and members of civil society were present at the ceremony.

    The honorees included Air Marshal (Retd.) Raja Shahid Hamid who was posthumously honoured with the Nishan-i-Imtiaz for his outstanding service. Sultan Ali Akbar Allana was awarded the Nishan-i-Khidmat for his impactful work in the financial sector.

    The Hilal-i-Imtiaz was awarded to several individuals for their extraordinary contributions, including Javed Jabbar for literature, Allah Rakhi Shaheed for her service to education, and Dr. Syed Tauqeer Hussain Shah for his excellence in civil service.

    Syed Ali Haider Gilani was acknowledged for his contributions to public service, while Hussain Dawood was honored for his philanthropic efforts. Sadia Rashid was also awarded the Hilal-i-Imtiaz in recognition of her impactful work in the education sector.

    Other recipients who were conferred with awards in different categories included Barkat Shah Presidential Pride of Performance Award, Haydar Qurbonov Sitara-i-Quaid-i-Azam, Dr Christine Brunhilde Sitara-i-Quaid-i-Azam, Agostino Da Polenza Tamgha-i-Pakistan, Professor Valevia Piacentini Tamgha-i-Pakistan, Syed Shakeel Shah Tamgha-i-Imtiaz, Ashhad Jawwad Tamgha-i-Imtiaz, Amin Muhammad Lakhani Tamgha-i-Imtiaz, Rehan Mahtab Chawla Tamgha-i-Imtiaz, Syed Jawad Hussain Jafferi Tamgha-i-Imtiaz, Professor Dr Usman Qamar Tamgha-i-Imtiaz, Mohtarma Dr Sara Qureshi Tamgha-i-Imtiaz.

    Meanwhile, President Zardari also conferred military awards to officers and soldiers of the Pakistan Army, Navy and Air Force on Sunday.

    Two Sitara-i-Basalat, 227 Tamgha-i-Basalat, 82 Imtiazi Asnad, 185 COAS Commendation Cards, 23 Hilal-i-Imtiaz (Military), 112 Sitara-i-Imtiaz (Military) and 133 Tamgha-i-Imtiaz (Military) have been awarded, Inter-Services Public Relations (ISPR), said in a statement on Sunday.
