Pakistan open to talks with Afghan Taliban, seeks handover of militants: DG ISPR

Director General ISPR Lieutenant General Ahmed Sharif Chaudhry has said Pakistan is willing to hold talks with the Afghan Taliban, but the handover of militants and dismantling of sanctuaries inside Afghanistan would be a precondition for any engagement.

DG ISPR Lieutenant General Ahmed Sharif Chaudhry, in an interview on a private news channels’s programme, said that Islamabad remains open to dialogue but expects Kabul to act against groups involved in attacks inside Pakistan.

He said that the Afghan Taliban must decide “whether Tehreek-e-Taliban Pakistan (TTP) holds priority over ties with Pakistan.”

He stated that militants are being sheltered in Afghanistan, including within government facilities, and said that action against them must precede any talks. He added that Pakistan has repeatedly raised the issue at different forums while seeking assurances on commitments from the Afghan side.

Referring to recent tensions, the DG ISPR said that Pakistan carried out strikes on sites in Kabul linked to what he described as infrastructure supporting attacks against Pakistan.

According to him, the action followed 53 attacks on Pakistani check posts. “They initiated it, Pakistan responded.” He said that 81 locations were targeted, including ammunition depots and drone storage facilities.

He rejected reports of civilian casualties, terming them propaganda, and said Taliban fighters operate without uniforms and in civilian clothing. He also alleged that drug addicts are used in suicide attacks and questioned the establishment of a drug treatment facility near an ammunition storage site.

The DG ISPR said that Pakistan has no issue with the Afghan population and described them as affected by the current situation.

During the interview, he also claimed that Afghanistan is hosting members of transnational militant groups. He said Somalia’s Al-Shabaab has been invited and provided space, and alleged contact with Osama bin Laden’s son, Hamza bin Laden. He said that Afghanistan has become a centre for militant groups and that Pakistan is acting as a barrier against them, describing the situation as a wider regional issue.

He further alleged Indian involvement in attacks inside Pakistan. He also said that drones used against Pakistan were being supplied to the Afghan Taliban, adding that Pakistan has intercepted drones entering from across the border.

He added that Pakistan has not imposed conflict on Afghanistan and that the country has faced the impact of militancy over decades, with thousands of casualties. He added that narcotics and cross-border smuggling have also contributed to the situation, while noting a decrease in such activities and cross-border attacks in recent period.

41 Indian proxy terrorists killed in Balochistan operations: ISPR

Security forces killed 41 terrorists linked to Indian proxies in two intelligence-based operations (IBOs) in Balochistan on January 29, the Inter-Services Public Relations (ISPR) reported Friday.

In a statement, the military’s media wing said the terrorists belonged to Fitna al-Khwarij and Fitna al-Hindustan, and were operating in different parts of the province.

According to ISPR, one IBO was carried out in the outskirts of Harnai district following reports about the presence of militants affiliated with Fitna al-Khwarij, which led to a firefight.

“During the conduct of operation, own troops effectively engaged the hideout, and after an intense fire exchange, thirty Indian sponsored militants were eliminated,” it said.

ISPR added that a large cache of weapons, ammunition and explosives was recovered from the killed militants, and was destroyed at the site.

In a separate operation, security forces carried out another IBO in Panjgur district. “Another IBO was conducted in Panjgur district in which, a terrorist hideout was busted and eleven Indian sponsored terrorists of Fitna al-Hindustan were neutralised,” ISPR said.

It added that weapons and ammunition besides cash looted during a bank robbery in Panjgur on December 15, 2025, was recovered from the killed militants.

ISPR said follow-up operations were underway in both areas to trace and eliminate any remaining militants. Referring to the broader counterterrorism effort, it added that operations would continue under the framework approved by the state.

  • ISPR chief links KP terrorism to ‘political-criminal-terror nexus’

ISPR chief links KP terrorism to ‘political-criminal-terror nexus’

Director-General of the Inter-Services Public Relations (ISPR), Lieutenant General Ahmed Sharif Chaudhry, on Tuesday said that Khyber Pakhtunkhwa remained the worst terrorism-affected province, linking the trend to what he described as a “political-criminal-terror nexus”.

Addressing a press conference to brief the media on the country’s security situation, the ISPR chief said 71 percent of terrorist incidents reported in 2025 occurred in Khyber Pakhtunkhwa.

“The primary reason for this is a politically conducive environment and the flourishing political-criminal-terror nexus which is flourishing there,” he said.

Videos of Sohail Afridi were played during the briefing. Responding to statements by the Khyber Pakhtunkhwa government that military operations were not the solution, Lt Gen Ahmed Sharif Chaudhry questioned the alternative being proposed.

“Then what is the solution?” he said, while reiterating that the prevailing political environment in the province had enabled militant networks to operate.

In his opening remarks, Lt Gen Chaudhry said the purpose of the briefing was to provide a detailed overview of counterterrorism measures taken over the past year, which he termed a “landmark and consequential year” in the fight against terrorism.

Sharing data on counterterrorism operations, the ISPR chief said law enforcement agencies conducted 75,175 Intelligence-Based Operations (IBOs) across the country in 2025. Of these, 14,658 were carried out in Khyber Pakhtunkhwa, 58,778 in Balochistan, while 1,739 operations were conducted in other parts of the country.

He said a total of 5,397 terrorism incidents were reported nationwide during the year. According to the breakdown shared at the briefing, 3,811 incidents occurred in Khyber Pakhtunkhwa, 1,557 in Balochistan, and 29 incidents were reported from the rest of the country.
Lt Gen Chaudhry said 2,597 terrorists were killed during counterterrorism operations over the past year.

Video confessions of arrested militants were shown during the presser.

Referring to the Jaffar Express attack, the ISPR chief said 21 civilians were martyred and added that the incident would not fade from public memory. He also cited an attack on a civilian bus in Noshki and said an assault on the Frontier Corps headquarters in Quetta resulted in the martyrdom of eight civilians.

    .

“This is a war of the nation, a war of every single child,” he said, rejecting a narrative that frames counterterrorism as solely the military’s responsibility.

“A narrative is built suggesting this is the army’s war. This is not true,” he added.

Addressing relations with Afghanistan, the ISPR chief said Pakistani border posts had come under attack by the Afghan Taliban regime, after which “whatever was needed was done, and a hard message was given”.

“Afghanistan has become the centre of terrorist operations in the region,” he said.

He said the Afghan Taliban regime had found a “new hero” in Indian Prime Minister Narendra Modi and added that the nexus between Fitna al-Khawarij and India became fully exposed in 2025.

“If Afghanistan and India wish to confront Pakistan, they are welcome to do so,” he said, adding, “We will fulfill their desire.”

Lt Gen Chaudhry said Pakistan had targeted terrorists along the Afghan border in October 2025 and that “dozens of Afghan posts were eliminated within hours”.

Recalling the 2020 Doha agreement, he said the Afghan Taliban had assured that terrorism would not be allowed to operate from Afghan soil, adding that Afghanistan remained a base for Fitna al-Khawarij and Fitna al-Hindustan.

“All terrorist organisations are based in Afghanistan and are being nurtured there,” he said.

The ISPR chief also rejected claims that the Pakistan Army uses drones during counterterrorism operations, saying armed quadcopters were first used by Fitna al-Khawarij and the TTP.

He said India provides support to these groups and that a dedicated militant wing operates armed quadcopters for attacks. According to him, militants use mosques, public places, and residential homes, and deploy women and children as human shields.

According to ISPR, on December 29, “security forces conducted an intelligence-based operation in general area Khar, Bajaur district, on reported presence of Khwarij belonging to Indian Proxy, Fitna al Khwarij.”

The term Fitna al Khwarij is used by the state for terrorists associated with the banned Tehreek-i-Taliban Pakistan (TTP).

The statement said: “During the conduct of operation, due to effective engagement by own troops five Indian sponsored khwarij were sent to hell. However, during the intense fire exchange, Major Adeel Zaman (age: 36 years, resident of Dera Ismail Khan District), a brave officer who was leading his troops from the front, having fought gallantly, rendered the ultimate sacrifice and embraced shahadat.”

Security forces recovered weapons and ammunition from the terrorists, who were “actively involved in numerous terrorist activities against the security forces and law enforcement agencies as well as killing of innocent civilians,” the statement said.

Troops carried out a sanitisation operation to get rid of any remaining militants in the area after the operation.

The statement added: “Relentless Counter-Terrorism campaign under vision ‘Azm e Istehkam’ (as approved by Federal Apex Committee on National Action Plan) by Security Forces and Law Enforcement Agencies of Pakistan will continue at full pace to wipe out menace of foreign sponsored and supported terrorism from the country.”

Funeral prayers for Major Adeel were offered at Peshawar Garrison later in the evening. Chief of Defence Forces and Chief of the Army Staff (COAS) Field Marshal Asim Munir, Interior Minister Mohsin Naqvi, commander of Peshawar Corps, and other senior military and civil officials attended.

Paying tribute to the officer, Field Marshal Munir said the “Martyrs of Pakistan Army are the pride of the nation and their sacrifices will forever be remembered.”

“He prayed for the elevation of the Shaheed’s ranks in Jannah and for patience and strength for the family,” the statement added.

“Major Adeel Zaman Shaheed laid down his life in the line of duty while leading from the front. Pakistan Armed Forces remain resolute in their commitment to eliminate the menace of terrorism from the country, and such sacrifices further strengthen the nation’s resolve,” the statement concluded.

During a counter-insurgency operation in Bajaur district last month, security forces killed at least 22 militants and wounded dozens more.

According to security sources, the IBO in Bajaur’s town of Gadar was “based on highly classified information” and was a “major success.”

Pakistan has seen a sharp rise in militant attacks, particularly in KP and Balochistan, since the TTP ended its ceasefire in late 2022.

The latest attack took place on Monday, at the Federal Constabulary headquarters in Peshawar, where a suicide bomber struck the entrance of the facility.

Three FC personnel embraced martyrdom and twelve sustained injuries.

According to reports, security personnel killed the bomber’s two accomplices before they reached the main installation and prevented a mass casualty attack.

Reports suggested that all three attackers were Afghan nationals and aimed to target the FC’s weekly assembly where around four hundred personnel had gathered.
