    Family declares man dead to seize property

    An overseas Pakistani, who was allegedly declared dead in the records of the National Database and Registration Authority (NADRA) by his own family, has approached the Sindh High Court (SHC) seeking justice.

    Imran Malik informed the court that his family had used a fraudulent death certificate to officially declare him dead, purportedly in an effort to claim his property. 

    The certificate stated that Malik had been declared dead in April 2024.

    Justice Abdul Mobeen Lakho, who heard the petition, inquired how the petitioner managed to return to Pakistan if the official documents indicated he was deceased.

    Malik’s lawyer explained to the court that his passport had not been canceled, which permitted him to travel back. However, he is currently unable to exit the country.

    The lawyer noted that Malik, who had been living overseas, came back to Pakistan in October after being away for four years. 

    When he tried to open a bank account, he discovered that his CNIC was blocked. Upon contacting NADRA, he learned that he had died in April 2024.

    The court was informed that a criminal FIR had been filed against the members of his family who were involved in the fraud. 

    Malik’s lawyer said his siblings pressured their mother and sought to deprive him of his share of inheritance.

    The petitioner asked the court to instruct NADRA to restore his CNIC.

    Justice Yusuf Ali Saeed remarked that the court would scrutinize the issue carefully within the parameters of NADRA’s jurisdiction. 

    The SHC issued notices to NADRA and other relevant respondents, requesting their replies within four weeks.

    The Punjab Local Government Department, in collaboration with NADRA, has rolled out a new Customer Relationship Management (CRM) e-registration app.

    Zeeshan Rafiq, Minister of Provincial Local Government, launched the system, announcing that people may now register marriages, divorces, births, and deaths online without going to government offices.

    The minister stated that once a record is filed, the app is connected to NADRA’s data system, allowing for automatic updates. He said the initiative is designed to make registration easier and ensure accurate record-keeping across the province.

    An agreement for the e-registration framework was recently finalized by NADRA and the Local Government Department. 

    For accessibility throughout the entire province, the system has been integrated throughout Punjab and will operate at the Union Council level.

    Govt finalises plan for new cybersecurity authority

    The federal government has decided to set up a Cybersecurity Authority to strengthen the country’s digital security landscape and safeguard critical information systems. 

    The Ministry of Information Technology has confirmed that a preliminary draft of the Cybersecurity Act has been created and distributed to stakeholders for consultation. 

    The ministry stated that a national framework for digital protection is already provided by the National Cybersecurity Policy and is presently being implemented under the Digital Economy Enhancement Program.

    The Secure Data Exchange Layer and digital identification efforts have advanced, according to government records. The Federal Board of Revenue (FBR), NADRA, and the telecom industry are all recognized as key digital infrastructure. Additionally, the process of designating immigration and passport services as critical infrastructure is currently in progress.

    According to officials, the new authority will be in charge of enforcing cybersecurity programs nationwide and suggesting cybersecurity measures for vital national infrastructure.

    Meanwhile, the Pakistan Information Security Framework 2025 is under development, and until the new authority becomes functional, the CERT Council consisting of 14 public and private sector institutions will continue to lead national cyber incident coordination and response.

    The very handsome Arshad Khan, popularly known as Arshad Chaiwala, has regained access to his national identity documents after Pakistan’s National Database and Registration Authority (NADRA) unblocked his CNIC and passport on the orders of the Lahore High Court, Rawalpindi Bench.

    The decision comes after months of uncertainty surrounding Khan’s citizenship status, which had prevented him from accessing key legal and travel services. According to Khan’s legal counsel, NADRA’s investigation board conducted a thorough review of his personal documents and ancestral records, concluding that the blockage was the result of an administrative error.

    “NADRA admitted the mistake after a detailed inquiry and has now restored all legal documents belonging to my client,” Arshad’s lawyer told Nukta.

    Arshad expressed his relief and gratitude following the verdict. “My ID card has been unblocked and I am very happy,” he said. “I’m thankful to NADRA and the court. I am proud to be a Pakistani and I want to do something good for this country.”

    Arshad, a resident of Mardan, became an overnight sensation in 2016 when a photograph of him pouring tea at a roadside stall went viral on social media. The image captured the attention of local and international audiences, catapulting him into the limelight.

    Following his rise to fame, Khan ventured into modeling and later expanded his brand by opening high-end tea cafés, first in Islamabad and subsequently in other cities, as well as internationally.

    Users of the National Database and Registration Authority’s (NADRA) mobile app have noticed a seemingly unusual feature that allows deceased individuals to reportedly cancel their own identity cards.

    As per the details, NADRA’s mobile app includes a feature labelled “Cancel Identity Due to Death,” which provides users with two options for cancelling the ID card of a deceased individual. The first option is labelled “Myself,” while the second is labelled “My blood relatives.”

    While it is questionable how a deceased person could cancel their own identity card, the second option is worded as if from the deceased person’s perspective. The “My blood relatives” option allows immediate family members, such as parents, siblings, spouse, or children, to apply for cancellation of the deceased’s ID card.

    To the bewilderment of app users, however, upon clicking on the “Myself” option, users are reportedly taken through a “liveness check” that utilises facial recognition software. According to reports, the process is designed to ensure that the person using the liveness check procedure is alive and matches with data in NADRA’s official record.

    Users have questioned how a deceased individual is supposed to follow the procedure requiring them to log in to the NADRA app, starting a cancellation of ID card application under the “myself” option, and completing a liveness check via facial recognition.

    A NADRA spokesperson reportedly commented on the matter, clarifying that the ID card cancellation service for deceased individuals is meant to be used only by their relatives. However, the spokesperson did not address concerns about the presence of the “myself” option under the “Cancel Identity Due to Death” feature.

    Additionally, the spokesperson did not explain why the NADRA app requires a liveness check for deceased individuals or how such a feature could even be used by them. Reports suggest this feature is yet another example of poorly designed government mobile apps.

    According to reports, authorities often fail to ensure proper oversight during app development, leading to multiple issues in government apps. So far, NADRA has not released a statement on the feature, sparking debate over the app’s design.

    Veteran journalist Azaz Syed, known for his candid and probing questions, has asked the serving Chairman of the National Database and Registration Authority (NADRA), Lieutenant General Munir Afsar a question about his appointment, termed illegal by many legal experts. 


    On Tuesday, the journalist was present in Parliament House where he asked Lieutenant General Munir Afsar about his alleged illegal appointment as Chairman of NADRA during the interim government, to which the General replied, “It’s a sub judice case; contact Lahore High Court for clarification.” 

    Responding to the journalist’s question about serving two posts simultaneously, one as Chairman of NADRA and the second as a serving army officer, Munir Afsar substantiated it by saying: “The founding Chairman of NADRA was also serving.”

    Chairman NADRA seemed to have mostly dodged the journalist’s questions in the video Azaz filmed. 

    Lieutenant General Munir Afsar was appointed as the NADRA Chairman on October 2, 2023, during the interim government, following the retirement of the then-serving Chairman of NADRA, Tariq Malik.

    Ashba Kamran, a citizen, had approached the Lahore High Court about the appointment of an in-service army officer as chairman of NADRA by maintaining that the appointment was “in violation of the provisions of NADRA Ordinance, 2000.”

    She asserted that the caretaker government is not mandated to call decisions on permanent policy matters and urged the court to remove Munir Afsar as NADRA Chairman.

    Citing the unofficial approach of the caretaker government and the lack of qualifications evaluation over appointment, Justice Asim Hafeez declared the appointment of Munir Afsar as Chairman of NADRA “unauthorised” and in violation of NADRA’s rules.

    “Lest anyone misunderstand this, we make it clear that the appointment to any post under the government can only be made after a proper advertisement has been made, inviting applications from eligible candidates,” the order of the verdict said.

    However, the federal government challenged the ruling of Justice Asim Hafeez.

    Lahore High Court division bench, on September 11, 2023, overturned the single bench decision and restored the position of Munir Afsar as NADRA Chairman.


    When asked about the alleged illegal appointment of Munib Cheema, Munir Afsar stated: “You should ask the Auditor General (AG)” about the appointment, noting, “I hadn’t made an appointment.”

    The Supreme Court of Pakistan has scheduled the hearing of NADRA’s appeal against the restoration of the identity card of Jamiat Ulema-e-Islam leader Hafiz Hamdullah.

    A two-member bench headed by Justice Muneeb Akhtar of the Supreme Court will hear the case on July 10.

    NADRA had cancelled the identity card on grounds of Hamdullah being a foreigner.

    The Islamabad High Court declared the cancellation of Hafiz Hamdullah’s identity card null and void and ordered its restoration.

    NADRA has now filed an appeal in the Supreme Court against the decision of the Islamabad High Court.

    Interior Minister Mohsin Naqvi has ordered the National Database Registration Authority (NADRA) to block all phone SIMs that are registered on an invalid or expired identity card.

    The security czar visited the NADRA headquarters on Thursday in Islamabad and directed authorities to establish NADRA offices all over Pakistan, just as the model police stations were established in Punjab.

    He also stated that by establishing model NADRA offices, service delivery will be enhanced.

    Islamabad police are currently looking into the reported abduction of Najeebullah, Deputy Assistant Director at the National Database and Registration Authority (NADRA).

    Asadullah Khan, a resident of Islamabad, lodged a First Information Report (FIR) with the Ramna police on January 31, stating that his brother left for duty at 9 pm on January 30, and has not returned since.

    According to the FIR, Najeebullah contacted his family the following morning via WhatsApp, stating that he was en route to Peshawar and assured them of his imminent return. Asadullah, however, noted a distressed tone in his brother’s voice and expressed concern as Najeebullah reportedly had no acquaintances in Peshawar.

    Subsequent communication with Najeebullah intensified the concerns, as he conveyed suspicions of being held against his will. The family is now apprehensive that his disappearance may be linked to an ongoing case.

    According to sources of Hum News, NADRA is cracking down on foreign nationals illegally residing in Pakistan who have managed to obtain fake national identity cards.

    During a meeting held at the Ministry of Interior, it was revealed that a significant number of non-residents managed to acquire properties worth billions using fake Pakistani identity cards.

    A senior police officer shared that an investigation is underway after taking footage from Safe City security cameras.

    A NADRA spokesperson stated that they were monitoring the situation closely and were in contact with the officer’s family.

    The National Database and Registration Authority (NADRA) has launched a WhatsApp channel to provide updated and factual information to citizens.

    The aim is to counter the spread of misinformation and to prompt trust between the government authority and citizens.

    According to a NADRA spokesperson, the launch of the WhatsApp channel for public service organisations is a modern initiative with, “Real-time messaging capabilities enable NADRA to swiftly communicate updates and guidance to citizens.”

    Spokesman NADRA also said that all possible efforts will be made to provide timely and immediate information.
