    IMF refuses relaxation on tax cut, fueling Pakistan’s energy woes

    In an attempt to provide relief to businesses and consumers from the burden of high electricity bills, Pakistan’s Ministry of Energy submitted a formal request to reduce sales tax on electricity bills to the International Monetary Fund (IMF). The Fund, however, has rejected the request, citing commitments stemming from the current seven-billion-dollar loan program.

    Austerity measures are proving to be back breaking for certain segments of the population, particularly low income households and small businesses. A Bloomberg report released in 2024 revealed that the electricity bill of some households has exceeded the rent that they have to pay for their house. This phenomenon can be attributed to the 155 percent rise in electricity tariffs over the past three years.

    Islamabad recently announced a 75 paisa drop in tariffs and wanted to further ease the strain of high electricity bills on businesses and the general public. According to Profit, officials from the ministry of Energy sought the IMF’s approval for a reduction in the sales tax rates which stand at a staggering 18 percent by arguing that this would provide much-needed relief to consumers.

    The IMF however, wants to set Pakistan on the path of self-sustainability and believes that a reduction in taxes will only serve to derail Pakistan in its journey to meet tax collection targets. Perhaps the IMF is unaware of the ground realities as the despair of facing inflated electricity bills has led many people to commit suicide.

    According to The Nation, hikes in monthly bills have led to a spike in suicide rates. The extortionately high electricity bills can be attributed to the 18 percent General Sales Tax (GST) being applied twice on electricity bills.

    The reason behind being taxed twice is that consumers face taxes on both the fuel cost adjustments and then again on the total bill amount. Despite many being pushed into poverty due to the high bills, the IMF has insisted that Islamabad not tinker with the tax rates in order for Pakistan to meet fiscal targets.

    While consumers feel the full weight of the austerity measures, industrialists grow worried as the federal government is cracking down on Captive Power Plants (CPP) as well. In order to meet another one of IMF’s conditions related to electricity production, distribution and pricing, Islamabad has agreed to raise the levy on gas supplied to CPP’s.

    It is interesting to note that the industrialists expected to be hurt most by this move will be those from the textile sector which is responsible for bringing in 60 percent of Pakistan’s export revenues. Experts are predicting that the IMF’s measures to shut down captive power plants might reduce the textile sector’s competitiveness, causing harm to businesses and the economy in the long run.

    Gwadar Port, having been built over a decade ago, remains largely dormant. Islamabad has finally decided to increase traffic through the port, which remains the flagship project of the China-Pakistan Economic Corridor (CPEC).

    The reason Gwadar Port remains underutilised is because of a lack of sufficient marketing efforts and expensive freight rates. As per Dawn, ‘highly informed sources’ claimed that Islamabad was dissatisfied with the pace of Gwadar port’s growth with respect to other ports in the region.

    This has resulted in a stagnation in the employment opportunities that locals had anticipated as trade through the region remained at suboptimal levels. According to the most recent labour force survey conducted in 2021, Balochistan’s unemployment rate stood at a staggering 9.13 percent – the highest among provinces.

    While the labour force survey for 2024-25 is underway, experts believe that the unemployment rate will not improve considerably. Aside from the lack of jobs created by Gwadar port, the region has not realised its full development potential. Basic utilities such as electricity and water face frequent shortages, which has resulted in protests from citizens who believe they are being neglected.

    However, Islamabad is trying to tackle the issue of low freight traffic through the port by deciding to route 60 percent of all public sector cargoes through Gwadar. Moreover, in a high-profile meeting regarding the utilisation of the port, Planning and Development Minister Ahsan Iqbal directed authorities to attract Central Asian Republics (CAR) to transport their goods through the dormant port.

    This arrangement is great news for both CARs and businesses located close to Gwadar. It will be mutually beneficial. The CARs, which are landlocked, will get another access point to transport their goods to International waters. At the same time, local businesses will witness higher traffic through the region, which could translate into more sales.

    Owing to the high rates charged by Gwadar port, businesses in the region do not consider it as their primary port and resort to using other ports instead. Mr. Iqbal has already advised the National Logistics Cell to consider a lower rate for entities willing to transport cargo in bulk.

    If businesses switch to Gwadar port, the transit time of goods could fall by up to 8 hours, as businesses will use Gwadar’s port instead of transporting their goods to Karachi first. This could also help alleviate some of the pressure of the heavy congestion that Karachi port faces. CustomNews reported a traffic backlog created at key terminals at Karachi port, where around 1000 containers were ‘stuck’ earlier this month.

    Another foreign company offers to provide high-speed internet for Pakistan

    Another internet company has registered in Pakistan, aiming to provide high-speed satellite internet while Elon Musk’s Starlink also waits for government approvals.  

    Shanghai Spacecom Satellite Technology Limited (SSST), a Chinese space tech company, has officially set up operations in Pakistan with plans to launch a low-orbit satellite network called G60 Starlink to offer high-speed internet and satellite communication services, aiming to compete with Elon Musk’s Starlink.

    Last year, SSST launched 108 satellites amidst plans to have 648 in orbit by the end of 2025, with a long-term goal of 15,000 satellites by 2030. Their network is expected to provide global coverage by 2027, with more than 1,000 satellites in place.

    Minister of State for IT, Shaza Fatima Khawaja, confirmed in the National Assembly that SSST is now registered in Pakistan. 

    According to regulations, only locally registered companies can apply for licenses from the Pakistan Telecommunication Authority (PTA). Both SSST and Starlink have submitted their applications for the licenses.

    Supported by the Shanghai municipal government, SSST is looking to build a new satellite internet system. 

    Meanwhile, Starlink, which has already launched over 6,400 satellites, is expanding its network with plans to reach 12,000 satellites. 

    This will lead to intense competition in the growing market for space-based broadband services.

    Political analyst Hafeezullah Niazi on Wednesday reacted to Punjab Chief Minister (CM) Maryam Nawaz’s comments on the prison sentence of his son Hassaan Khan Niazi.

    Appearing on the Geo News programme Aaj Shahzeb Khanzada Kay Saath, Hafeezullah Niazi said that  hearing Maryam Nawaz’s comment on his son’s sentence saddened him, saying, “When Maryam Nawaz commented on Hassaan Niazi’s sentence, I felt that politics has no shame.”

    The Punjab CM, while addressing a cheque distribution ceremony at the University of Sargodha under the Honhaar Scholarship Programme on Wednesday, had stated that former Premier Imran Khan’s nephew Hassaan Niazi had been rightly punished as his conduct was an absolute disgrace to the nation.

    She said that Hassaan Niazi was handed a 10-year prison sentence for disrespecting the military uniform.


    Maryam Nawaz further stated that imagine what Hassaan Niazi’s parents are going through after the sentence of their son in the 9 May riots case.

    Hafeezullah Niazi had been a vocal supporter of Pakistan Muslim League-Nawaz (PML-N) since a long time. 

    A military court has awarded 10 years of rigorous imprisonment to Hassaan Niazi in connection with the ransacking of the Lahore Corps Commander’s residence (Jinnah House) in Lahore.

    “As a democrat and constitutionalist, I will never support military courts…I don’t seek relief for Hassaan Niazi but justice,” the analyst said, adding that his son had arrived at the Jinnah House location after the attack.

    Moreover, he said that an unidentified man handed over his son the pants of the army uniform after his son commented about the waist of the military personnel, admitting that, indeed, his son’s remarks were disgraceful. 

    However, Hafeezullah Niazi maintained that he would challenge the sentence in courts.

    “Maryam Nawaz made an irresponsible statement,” he said on the Express-News political talk show Kal Tak on the same day.

    “Whoever set ablaze Jinnah House must be held responsible…if proven guilty, the state should have given them even 14 years imprisonment,” the TV analyst said. He also decried the state, saying, “State has been lying for so long to support these cases.”

    Additionally, he expressed optimism that Hassaan Niazi would be released soon, adding, “He will not remain confined for ten years in jail; I have seen that there is no expiry date on injustice. I know Pakistan’s 70 years of history.”

    Hafeezullah Niazi responded to talk show host Javed Chaudhry’s inquiry about whether he was optimistic that justice would be served to his son, noting, “No matter if justice is not served to my son, I know that my son is innocent.”

    On Wednesday evening, a new fire erupted in the Hollywood Hills, just a few hundred metres (yards) from the storied Hollywood Boulevard, sparking an evacuation order for the world’s entertainment capital.

    Los Angeles County Fire Chief Anthony Marrone said his crews were overwhelmed by the scale and speed of the unfolding disasters.

    “We’re doing the very best we can. But no, we don’t have enough fire personnel in LA County between all the departments to handle this,” he said.

    The fire raging in Pacific Palisades had consumed around 16,000 acres (6,500 hectares) as of Wednesday afternoon, taking 1,000 homes and businesses with it.

    A separate 10,600-acre (4,300-hectare) fire was burning around Altadena, north of the city, where flames tore through suburban streets.

    Los Angeles County Sheriff Robert Luna said five people were known to have perished, with more deaths feared.

    “Remember, this is still a very fluid situation, there’s zero containment on this fire. I’m really praying we don’t find more, but I don’t think that’s going to be the case,” he said.

    William Gonzales got out alive, but his Altadena home was gone.

    “We have lost practically everything; the flames have consumed all our dreams,” he told AFP.

    “The winds are the driver, but the real catalyst… is this incredible antecedent dryness,” he said.

    “That’s something that we haven’t seen in records going back to the 1800s.”

    Haseebullah, who has played one ODI and three T20 matches for Pakistan, was the second wicketkeeper in the 15-member squad alongside Mohammad Rizwan during the South Africa tour.

    He made his T20I debut against New Zealand as an opening batsman under the leadership of Shaheen Shah Afridi on January 21, 2024. His ODI debut was against Zimbabwe under wicketkeeper Mohammad Rizwan’s captaincy on November 24, 2024.

    Haseebullah was also part of Pakistan’s white-ball squad for the Australia and Zimbabwe tours but was included in the Test team only for the South Africa tour.

    Meanwhile, medical reports of Saim Ayub, who suffered a fracture during the second Test against South Africa last week, are expected today (Thursday).

    Top orthopaedic specialists will oversee his treatment in London, and the duration of his recovery will be determined after the reports are reviewed.

    Sindh to launch drug tests in colleges

    The Sindh government is intending to conduct drugs abuse screening test in all educational institutions across the province.


    However, the testing spree will start from government colleges. 


    As per the formal notification issued by College Education Department Secretary Asif Ikram, a three-member committee will be constituted to oversee the drug screening process in all the colleges. 


    The notification elaborates that each committee will comprise the director general of colleges, the regional director for the respective district, and the principal of the said colleges.


    The tests are part of an attempt to control the menace of drug abuse in educational institutions in Sindh. 


    Sindh Health Department teams will assist the officers from the College Education Department along with paying surprise visits to all the government colleges across the province. The teams will conduct drug abuse screening tests randomly on a number of students.


    Additionally, the government committee will organize seminars, workshops, and awareness sessions in collaboration with the stakeholders in their respective colleges on the effects of drug use on health, academics, and future career prospects.


    Talking to Express Tribune, Sindh Director General of Colleges, Dr Naveed Rab, announced that the screening will be carried out under the supervision of college authorities.


     Notably, the Health Department is working on establishing a framework to determine how colleges will be selected and related parameters for conducting the screening.


    Furthermore, the director general said that discussions are going on regarding the process of getting student consent for the screening. 


    In a bid to officiate the process, the Sindh Anti-Narcotics Department and other relevant departments will be involved in helping eliminate the menace of drug abuse from educational institutions.


    Previously, reports of prevalent drug use in educational institutions have emerged from the capital territory of Islamabad.
