They wanted to slit my throat, says PTI’s Raoof Hasan

Pakistan Tehreek-e-Insaf’s (PTI) Information Secretary Raoof Hasan survived a dangerous attack in Islamabad earlier this week. He has claimed that the attackers wanted to “slit” his throat.

Hasan, while addressing a press conference in Islamabad, broke down in tears saying that his party colleagues faced much worse scenarios compared to what he suffered.

The Secretary Information claimed that “those people threatened me three days ago and warned that they’re after me.”

PTI Secretary General Omar Ayub along with Hasan and Azam Swati rejected the First Information Report (FIR) lodged by the Islamabad police after the attack.

Omar condemned the attack on Hasan and called it an “assassination bid”. He said the party rejected the FIR which was “a police attempt to weaken the case”.

They demanded a judicial commission to investigate the attack.

Meanwhile, the federal government has formed a committee to investigate the attack.

Viral video ‘exaggerated, out of context’, police issues statement after social media pressure

On Wednesday, the Punjab Police condemned the “fake propaganda” being spread on social media websites after videos emerged showing cops being assaulted by Pakistan Army officers in Bahawalnagar.

“This matter in Bahawalnagar, which went viral on social media, has been taken out of context and exaggerated,” the police said in a statement on X, formerly Twitter.

The footage caused calls for concern from various quarters including Pakistan Tehreek-e-Insaf (PTI) leader Hammad Azhar who said that the matter in Bahawalnagar was very concerning and that the government was treating the incident as “trivial”.

“When the unverified videos went viral, both institutions launched a joint investigation. Officers from both institutions reviewed the facts and peacefully resolved the matter,” the police said in a statement.

“Punjab Police and the Pakistan Army are cooperating to eliminate terrorists, miscreants and criminals from the province. We request that social media users do not spread fake propaganda,” concluded the statement by Punjab Police.

On April 8, an FIR was registered after ASI Naeem was on petrol with other cops and came across two individuals who fled after seeing them. One person was arrested and a gun without licence was also seized from him.

When they tried to arrest the other suspect who fled from the scene, he had called his relatives and resisted arrest even dragging a constable inside his home while beating him. Naeem said negotiations to recover the constable failed and police backup was also called.

Around 20 people threatened to kill the police, opened fire and took another constable and SHO Abbas as hostages.

Furthermore, many videos came to surface on social media showing army officials beating and torturing cops in public.

The police statement did not give details on what transpired between the men in the video.

However, in a turn of events, an FIR was registered station on April 10 against four police officials under Section 342 of the Pakistan Penal Code (PPC) which declares “punishment for wrongful confinement” and Section 155C which gives penalties to police officers for misconduct under the Police Order 2002.

This FIR was registered after instructions were issued to carry out legal proceedings against the four.

The now newly appointed SHO said that the previous police officers misused their authority and exhibited “high-handedness”.

  • How Qari Muawiyah’s acquittal in attempted rape case is violation of Supreme Court orders

How Qari Muawiyah’s acquittal in attempted rape case is violation of Supreme Court orders

A high-level police inquiry into the case of attempted rape of a 12-year-old boy in Tandlianwala, Faisalabad, has declared the acquittal of the suspect nominated in the initial FIR on the mediation of a ‘Jirga/Panchayat’ a sheer violation of the Supreme Court’s judgment.

The legal status of the ‘council of elders’, ‘Panchayat’ or ‘kangaroo courts’ operating as alternative to the judicial system or for mediation in tribal belts of Khyber Pakhtunkhwa, and rural areas of Punjab, Sindh, and Balochistan was challenged in the Supreme Court’s landmark judgment that appeared in January 2019.

The inquiry asked the police to challenge the acquittal of the suspect Qari Abubakar Muavia, by a magistrate after the father of the boy gave a statement in his favour.

Pakistan Peoples Party’s Member of National Assembly Abdul Qadir Patel also spoke about the case. He asked the state to be a complainant in the case if the child’s father had forgiven the alleged perpetrator on the intervention of the clerics. He also sought a proper investigation into the case.

    Reinvestigation

Dawn sources have said that reinvestigation into the case was launched on the order of Inspector General Punjab Dr. Usman Anwar when Chief Minister Maryam Nawaz took notice of the incident and directed him (the IGP) to hold an impartial inquiry to know on what grounds the suspect was discharged in the case and determine the role of the police.

    What happened in the court?

Qari Abubakar was discharged from the case by Tandlianwala Judicial Magistrate Nauman Tahir on March 30 when the police presented him in the court, seeking further physical remand to continue interrogating him.

The complainant along with his son also appeared and submitted a written statement that he got his FIR lodged on the basis of ‘suspicion’ against Mawiyah during the hearing. The magistrate’s decision mentioned that the complainant had submitted an affidavit too.

“On query, the minor/victim also stated that the present accused didn’t commit the offence as mentioned in the FIR,” reads the magistrate’s decision.
Additionally, the request of the remand of the police was turned down by the court.

This complainant’s statement appeared to be the turning point that prompted the Punjab police high-ups to get the case reinvestigated as it mentioned the decision of a ‘Jirga Panchayat’, as per Dawn.

    Supreme Court’s judgment

The supreme court judgment declares that the Jirgahs, Panchayats etc do not come under the Constitution or any other law whatsoever to the extent that they attempt to declare verdicts on civil or criminal matters.

An official, privy to the development, said that during the inquiry, the legal branch of the police referred to the Supreme Court’s 2019 judgment when the matter of legality of Jirgas or Kangaroo courts was raised and so it recommended to the department high-ups to issue directions to challenge the magistrate’s decision of acquittal of the suspect.

The IGP confirmed that the matter was investigated at a high level in light of the magistrate’ decision. He said he and the prosecutor general had met the victim boy and his father and discussed the issue of allegations levelled against the suspect, as per Asif Chaudhry’s report in Dawn.

  • ‘Possible short circuit’, Police launch investigation into Gujjar Khan church fire

‘Possible short circuit’, Police launch investigation into Gujjar Khan church fire

The Punjab government has initiated a thorough investigation into the burning of a church in Gujjar Khan, The News reported on Monday.

However, police of that specific location didn’t register a first information report (FIR) of the case.

Investigators explained that the church had been constructed on land owned by the National Highway Authority (NHA) many years ago. NHA authorities themselves erected a building measuring 12 marlas on Kaliam Road approximately 25 years ago and relocated the church there.

They also said that Gujjar Khan Church had been empty for more than 12 years. The elders of the Christian community started Sunday services at Kaliam Road Church peacefully around 10 years ago. A preliminary investigation report has been sent to the Punjab Home Office, but it hasn’t identified any particular group or person involved.

Regional Police Officer (RPO), Rawalpindi Region, Babar Sarfaraz Alpa, when contacted to obtain his version about the occurrence, said, “The police recovered nothing yet except that the fire erupted due to a short circuit. However, the police have not given up the probe.” The investigators have collected forensic evidence and examined it, but have gotten no clue so far, the RPO concluded.

Dr. Majeed Abel, the Executive Secretary of the Presbyterian Church of Pakistan, urged authorities to uncover and disclose what happened to the church. He demanded that those responsible be held accountable under the law.

‘Stop arresting journalists’; Supreme Court orders FIA

A three-member bench of the Supreme Court, led by Chief Justice Qazi Faez Isa, issued a directive instructing the Federal Investigation Agency (FIA) to refrain from arresting any journalists until the next hearing of the suo motu case concerning the alleged harassment of media personnel.

During the hearing, the lawyer for the Press Association of the Supreme Court, Barrister Salahuddin, argued that action was taken against journalists in the name of violation of privacy. The chief justice asked the lawyer how he would define privacy.

Salahuddin said that the FIA had become accustomed to the misuse of the Prevention of Electronic Crimes Act (PECA). He added that the Islamabad High Court (IHC) had declared PECA’s Section 20 null and void. He replied in negative, when the chief justice asked whether the decision was challenged.

Chief Justice Isa raised questions about the issuance of notices to journalists under Section 160 of the Pakistan Penal Code (PPC) before the registration of any First Information Report (FIR).

The chief justice pointed out that many times there was a pressure from the above, so the officials send a notice to ward off the pressure, yet no FIR was registered and no arrest was made. Under this notice, he added, they could call anyone as witness.

In response, Salahuddin stressed the importance of providing comprehensive details alongside such notices and argued that notices should only be sent after the registration of an FIR. Chief Justice Isa, however, suggested that officials might be reaching out to individuals to ascertain information before proceeding further.

The court adjourned the hearing until April 2, ordering the FIA to refrain from arresting journalists until then. Chief Justice Isa emphasized that the court would only invalidate legal processes if they were proven illegal, highlighting the need for clarity and adherence to due process in such matters.

PTI to register FIR against Sanaullah for threatening Imran Khan

The Karachi leadership of Pakistan Tehreek-e-Insaf (PTI) has decided to lodge a First Information Report (FIR) against the ruling party Pakistan Muslim League-Nawaz (PML-N) senior member Rana Sanaullah for allegedly threatening to kill Imran Khan.

In recent interviews with TV channels, Sanaullah termed the mere political existence of Imran Khan a “problem”.
The PTI, however, did not agree with the narrative and viewed Sanaullah’s remarks as a “demand” to assassinate Imran Khan.

Rana Sanullah, however, clarified his position on Geo News saying he did not issue any death threat to Imran Khan. “Our relation with PTI is only political,” he said.

Sanaullah remarked that if PTI chooses to leave the kind of exclusive politics which terms other politicians as “dacoits” and does not consider engaging with other political parties, then this problem would go away right at that moment.

“If he [Imran Khan] doesn’t accept our political existence then why would we accept his,” asked Sanaullah.

PTI leader Raoof Hasan said that his party’s core committee has decided to register cases against both PML-N leaders Sanaullah and Marriyum Aurangzeb for their threatening remarks to PTI’s Imran Khan.

Caretaker Sindh Minister for Auqaf and Religious Affairs Mohammad Umer Soomro suspended him for stealing gold worth Rs. 12.3 million from the offering box over the last month, as reported by Dawn. The case was registered at Sehwan police station, Jamshoro district.

A private employee, Ali Raza Gopang, was also named in the FIR along with Baloch under sections 407, 409, 380, 457, 427, and 34 of the Pakistan Penal Code (PPC). He is yet to be arrested.

Auqaf’s administrator for Sukkur and Larkana divisions, Irshad Ali Samo, the complainant in the FIR, told police that over 57 tolas of gold and 3,133 tolas of silver had been stolen from the shrine’s maalkhana [store]. He told the police that the shrine received 210.6 tolas of gold in 20 years from November 22, 2004, to August 17, 2023, reported the Express Tribune.

The Auqaf department deposited 141 tolas in a locker of the National Bank of Pakistan’s (NBP) main branch in Hyderabad on July 2, 2013. The spokesperson of the ministry quoted the minister saying that a similar investigation into possible theft of offerings against managers of all shrines in the province would be conducted.

FIR filed against Australian batsman Mitchel Marsh in India

An FIR has been filed against Australian opener Mitchel Marsh in Uttar Pradesh, India, by RTI activist Keshav Pandit.

After Australia won the World Cup, a picture of Mitchell Marsh resting his legs on the trophy went viral on social media. He later removed the picture from social media but Indians are still on his case.

The FIR was filed by RTI activist Pandit Keshu in Aligarh, Uttar Pradesh, India. The prosecution has also sent a copy of the FIR to Indian Prime Minister Narendra Modi, in which he has demanded a ban on Mitchell Marsh from participating in any cricket activity.

The FIR against Mitchell Marsh has been filed after the complaint of former Indian player Irfan Pathan, who said that he was hurt by Mitchell’s action.

This is not the first time that a case has been filed against a foreign cricketer in India. In October, an Indian lawyer filed a complaint in the ICC against Pakistani wicketkeeper-batsman Mohammad Rizwan, asking that he be stopped from offering prayers on the ground during the match.
