    Director of Punjab Local Fund Audit alleged to be involved in corruption case of Rs400 million

    Amir Saeed, a Grade 17 officer working as the director of the Punjab Local Fund Audit Department at a Grade 20 level with the approval of the relevant authorities, is facing allegations of receiving kickbacks while supposedly conducting audits of different local government departments during his tenure from 2019 to 2022, SAMMA has reported. 

    The report indicates that Saeed used his position and influence to dishonestly obtain benefits from officials by employing various deceitful methods, such as making recommendations for officials to attend training programmes, handling pension disbursements, arranging transfers and postings, and manipulating record-checking procedures.

    Numerous complaints were filed against Saeed, accusing him of corruption and unethical practices. These complaints have been lodged with several authorities, including the Prime Minister’s Complaint Cell, the Anti-Corruption Establishment, the Federal Investigation Agency (FIA), the National Accountability Bureau (NAB), and various other forums.

    In spite of the allegations and the evidence put forward, no significant action has been taken up to this point.

    Nevertheless, an investigation into the accusations was initiated by the director general of the Punjab Anti-Corruption Establishment in 2022. This inquiry also failed to produce any outcomes, allowing Saeed to avoid being held accountable.

    At present, Amir Saeed holds the position of an auditor at Arfa Karim University, although his rank has been reduced from 20 to 17.

    Punjab govt set to spend Rs2.3 billion on new cars for officials

    In a recent development, the caretaker government of Punjab has taken a decision to acquire 200 new vehicles at a total cost of Rs2.3 billion, raising concerns about the use of taxpayer money on luxury vehicles for bureaucrats.

    According to reliable sources, the financing for this purchase will be drawn from the tax revenue contributed by the public, prompting scrutiny over the allocation of such a substantial amount for the benefit of government officials.

    A letter has been issued requesting the release of advance funds from the finance ministry to facilitate the acquisition process. The Assistant Commissioners throughout Punjab are slated to get Toyota Corolla Altis 1600cc vehicles, while Deputy Commissioners in each district will be given Toyota Yaris. At the Tehsil level, Assistant Commissioners will be provided with Double Cabin vehicles, as per an official notification.

    However, amidst this decision, a concerned citizen has taken legal action by filing a petition in the Lahore High Court (LHC), seeking the removal of Punjab’s caretaker Chief Minister, Mohsin Naqvi, and his cabinet members from office. The petitioner argues that the caretaker government’s term has exceeded its constitutional mandate.

    The petitioner contends that although the Supreme Court has extended the election date in the province, it has not extended the tenure of the caretaker government. Consequently, the continued occupation of office by Caretaker CM Mohsin Naqvi and his cabinet is perceived as a breach of the constitution and raises questions about its constitutional legitimacy.

    As the situation unfolds, public attention remains focused on the utilisation of public funds for bureaucratic privileges, while the legal challenge adds further complexity to the already contentious political landscape in Punjab.

    PM Shehbaz will visit Corps Commander House in Lahore to show unity

    Prime Minister (PM) Shehbaz Sharif will visit Lahore today to examine the aftermath of the protests Pakistan Tehreek-e-Insaf (PTI) held in the Cantt area.

    Along with Interim Punjab Chief Minister (CM) Mohsin Naqvi, he will visit the Corps Commander’s House in Lahore, with the PM scheduled to go to Combined Military Hospital (CMH) to meet injured officials in order to show his support to the army.

    It is pertinent to mention that after PTI Chairman Imran Khan’s arrest on May 9, many of his supporters barged into the Corps Commander’s House and damaged the property, burning the building and looting personal possessions.

    The Corps Commander House is Jinnah House, a property owned by the founder of the country which he willed to the state.

    In an unusually harsh-worded statement, the Inter-Services Public Relations (ISPR) said that May 9 would go down in history as a “dark chapter”.

    The Inter-Services Public Relations (ISPR) has termed Pakistan Tehreek-e-Insaf (PTI) Chairman Imran Khan’s allegations against General Faisal Naseer “highly irresponsible”.

    Strongly condemning his allegations, the media wing of the army said that the accusations are baseless and noted that, “This has been a consistent pattern for last one year wherein military and intelligence agencies officials are targeted”.

    Moreover, ISPR warned Khan to “stop making false allegations” because the “institution reserves the right to take legal course of action against patently false and malafide statements and propaganda.”

    Earlier, prominent politicians including Prime Minister (PM) Shehbaz Sharif and Pakistan People’s Party (PPP) co-chairperson Asif Ali Zardari strongly denounced the accusations made by Khan against General Faisal Naseer.

    In a tweet, Shehbaz condemned the accusations, writing that, “Khan’s leveling of allegations without any proof against Gen Faisal Naseer and officers of our Intelligence Agency cannot be allowed and will not be tolerated.”

    Replying to Shehbaz, Imran Khan asked whether he has a right as a citizen “to nominate those who he feels are responsible for assassination attacks.”

    Former President Zardari also slammed Khan, saying that the allegations against General Faisal are actually an attack on the institution with which the whole of Pakistan stands.

    “A person is fooling his innocent workers with lies and deceit, I see the downfall of this person”, Zardari added.

    Punjab Interim Chief Minister (CM) Mohsin Naqvi also came to rescue General Faisal, stating that, “We will not allow anyone to humiliate or threaten our institutions and Intelligence agencies in Punjab.”

    Earlier, Khan made serious allegations that the general plotted his assassination. Khan alleged that he is behind journalist Arshad Sharif’s murder and Swati’s custodial torture.

    Caretaker Chief Minister (CM) of Punjab Mohsin Naqvi has said in a press conference that he has given a “free hand” to the police to establish the writ of the state in the province.

    “We told the policemen this morning that you can do what you want to do to establish the writ of the government. If anyone challenges the police, they will break their hand,” warned Naqvi in the press conference.

    Naqvi said he had given the provincial police chief full powers so that he could do what he deemed appropriate. “I won’t interfere,” he added.

    He further said that no political party reacted the way Pakistan Tehreek-e-Insaf (PTI) did during its protest. “In every condition, we have to establish the writ of the government.”

    Criticising PTI Chairman Imran Khan’s conduct, Naqvi said that if he did not trust the police, the security that is provided could be withdrawn.

    Naqvi added that police personnel could not offer protection to someone who verbally abuses them at night and expects the same force to safeguard them.

    “I assured them that if anyone resorts to violence, they will get a stern reply. Political activity is your right but no one can react this aggressively,” he said while referring to the protesters.

    He added that the “terrorism” PTI was doing is not something that political workers do.

    “They are terrorists. A joint investigation team will be formed and a notification will be issued by evening,” said the CM. He also added that the caretaker government is writing a letter to the Election Commission of Pakistan sharing details about what had been happening in the province.

    PTI agrees not to speak against state, institutions and judiciary in rally today

    Pakistan Tehreek-e-Insaf (PTI), has been allowed to stage an election rally in Lahore with certain caveats attached to the permission.

    According to media reports, a meeting was held at the direction of Punjab caretaker Chief Minister Mohsin Raza Naqvi where the permission was discussed. PTI leadership submitted an affidavit, assuring the city administration of its full cooperation with them, police and security officials.

    The party also assured the authorities that they would not give speeches against state institutions and the judiciary. The PTI would be responsible if public property is demanded during the rally, read the affidavit.

    According to PTI Lahore Chapter President Imtiaz Shaikh, a rally will be taken out from Zaman Park to Data Darbar at 2pm today.

    “Imran Khan will lead the rally,” he confirmed.

    This would be the first rally that Khan would lead in more than four months.

    Pakistan Tehreek-e-Insaf (PTI) senior leader Dr Yasmin Rashid has revealed that she knows Raja Shakeel, the owner of the vehicle [Black Vigo] that brought deceased party worker Ali Bilal to the hospital where he breathed his last.

    It appears that the former provincial minister knew the information since two days but didn’t reveal it despite the speculation on social media about how Bilal reached the hospital.

    When asked on Geo News‘ show ‘Naya Pakistan‘ why she kept quiet, she replied, “Do you think I am always on social media, I have other important things to do as well.”

    She said that when she was going to Bilal’s funeral, she was informed by Raja Shakeel himself that he and his guard picked up Bilal who was lying on the side of the road.

    Earlier, Interim Chief Minister Punjab Mohsin Naqvi said that Ali Bilal lost his life in a car accident and not due to custodial torture by the Punjab police.

    He claimed that Shakeel informed Yasmin Rashid that Bilal was hit by a car. Later, Rashid also informed party leaders about it at Zaman Park.

    On March 8, PTI workers were picked up by the police when a clash took place just before a scheduled election rally.

    Later, the party leadership claimed that Bilal was tortured and killed while in police custody. Bilal’s postmortem report, issued by the Mayo Hospital, says the victim suffered “massive blunt trauma”, while a fracture to his skull and subsequent bleeding has been cited as the cause of death. The report also noted damage to his liver, spleen, and testes, which led to profuse bleeding.

    Interim Punjab Chief Minister (CM) Mohsin Naqvi and Punjab Inspector General (IG) Dr Usman Anwar on Saturday jointly addressed the press conference, presenting their case that Pakistan Tehreek-e-Insaf (PTI) worker Ali Bilal lost his life in a car accident and not due to custodial torture by the Punjab police.

    Both of them claimed that PTI leadership had known the truth yet accused the Punjab government of Bilal’s death.

    CM Naqvi said that the Vice president of the PTI in Central Punjab Raja Shakeel informed PTI leader Yasmin Rashid that Bilal was hit by a car. Later, Rashid also informed the party about it at Zaman Park.

    He added that all the evidence will first be taken to Bilal’s family. He claimed that the PTI worker’s father was also offered money to stick to torture allegations.

    Naqvi asserted that the government will financially help the family.

    “I am accused of murder, is it that easy to level murder accusations on someone?” he asked, adding that the PTI is openly asking to file an FIR for the murder.

    Naqvi said he would have answered the accusations “in a different manner” had he not been in CM’s position.

    Addressing the presser, Punjab IG said that the people who brought Bilal to the hospital have been arrested and will be presented before a court.

    “Action will be taken if evidence of police torture is found,” the IG said.

    During the press briefing, confessional video statements of the two suspects, who are currently under police custody, were also played.

    Caretaker Chief Minister (CM) of Punjab, Mohsin Naqvi, has said that he doesn’t wish to prolong his tenure as head of government in the province.

    Talking to journalists, he said that he would be happiest to leave the government as soon as the elections are held. He clarified that the election date is the Election Commission of Pakistan’s (ECP) job, and his government is ready to conduct free and fair elections in the province.

    About the ever-growing danger of terrorism in Punjab, the caretaker CM said the government is boosting the capabilities of the already efficient Counter-Terrorism Department (CTD) in the province.

    It is pertinent to mention Mohsin has been under fire lately by Pakistan Tehreek-e-Insaf (PTI) for what they allege is a failure to set a date for by-polls in Punjab.

    Awami Muslim League (AML) Chief and Former Interior Minister Sheikh Rasheed has been booked in another case in Karachi for allegedly using inappropriate language against Pakistan Peoples Party (PPP) Chairman and Foreign Minister Bilawal Bhutto-Zardari.

    On Thursday, Rasheed was handed over on a two-day physical remand for accusing former President Asif Ali Zardari of plotting an assassination attempt on Imran Khan, the chairman of Pakistan Tehreek-e-Insaf (PTI).

    In the early hours of February 2, Rasheed was arrested from his home in Islamabad.

    An Islamabad court on Thursday granted police two-day physical remand of Ahmed, hours after the politicians was arrested in connection with remarks he made against Zardari.

    Rasheed was arrested late last night after Pakistan Peoples Party (PPP) Rawalpindi Division President Raja Inayat Ur Rehman filed a case against him in Islamabad’s Aabpara Police Station for alleging that Zardari was hatching a plot to assassinate the Chairman of Pakistan Tehreek-e-Insaf (PTI), Imran Khan.

    The FIR said that Rasheed’s allegations were designed to get PTI and the PPP to fight each other, disrupting the country’s peace.

    Three sections — 120B (criminal conspiracy), 153A (promoting enmity between different groups), and 505 (statements conducing to public mischief) — have been added to the FIR.

    Talking to the media after his arrest, Rasheed said he feared for his life.

    “My crime is that I’m standing with Imran Khan,” he said at the Polyclinic hospital in Islamabad, where he was taken for a medical checkup.

    “I have been a minister 16 times. Never for a single time, I have been charged with corruption in these ministries,” he added.

    Rasheed alleged that Interior Minister Rana Sanaullah is behind his arrest.

    Former Prime Minister Imran Khan condemned the arrest of his close aide and blamed the interim Punjab government — Moshin Naqvi — of being biased.

    “Question is can Pak afford a street movement which we are being pushed towards at a time when Imported Govt has bankrupted us?” he asked.

    Khan in January alleged that Zardari was hatching as well as financing a plot to assassinate him, for which the ex-president had hired “terrorists”.

    “…there’s a Plan C. Asif Zardari is behind it. He has amassed a lot of money through corruption and he has invested that money in terrorists and hired a militant organisation,” the PTI chief had alleged. However, the PPP strongly denied the claim and served a legal notice to Khan.
