    Schools, colleges to be closed in Punjab on Friday, Saturday


    The caretaker government in Punjab has announced a long weekend off due to uncontrolled toxic smog. The Punjab Cabinet Anti-Smog Committee has announced the closure of all schools, colleges, and universities on Friday, while markets, gyms, cinemas, theatres, and factories are to be completely shut on Saturday as well.

    Restaurants will also be told to close for dine-in on Saturday with permission to be granted only for takeaway and home delivery. The government identified six districts that are stricken by smog the most. These are Lahore, Gujranwala, Faisalabad, Multan, Sahiwal and Sargodha.


    The meeting also proposed limiting public and private vehicles in Lahore, they said, adding that in government offices, only half of the employees will be asked to come to work.

    “Only cycles will be allowed till five in the evening on Lahore’s Mall Road,” added caretaker Chief Minister Punjab.

    Government aims to send back million ‘illegal aliens’ in second phase, says Balochistan’s Information Minister

    Jan Achakzai, Balochistan’s caretaker Information Minister, has said that the second phase of repatriation of Afghan refugees has begun. In this phase the government aims to repatriate a million undocumented immigrants back to their countries by 2024.


    The minister said in a press conference that over 2,000 illegal Afghans have already been sent back to Afghanistan through Chaman border after getting arrested, reports Dawn.


    “The government has now launched a ‘stop and search policy’ under which police and other law-enforcement agencies will stop and check the national identity card of any suspected person,” Mr Achakzai said.


    Mr Achakzai said that around one million Afghan refugees got themselves registered with UNHCR in Quetta where they were issued Proof of Registration (POR) cards. He said that 200,000 fake cards were issued in Balochistan which have now been blocked by National Database and Registration Authority (NADRA).


    Mr Achakzai said that all concerned institutions and agencies were coordinating with each other while implementing orders issued to them by the federal government about illegal immigrants in the country, adding that no one would be allowed to stay illegally in the country.

    Anchorperson Mansoor Ali Khan has recently revealed details about what incarcerated Pakistan Tehreek-e-Insaf (PTI) women leaders do in jail.

    Talking on a vlog published on his YouTube channel on November 22 titled “In the line of interviews: Who is next? | Dr. Yasmin Rashid’s message to Mansoor Ali Khan from jail”, he explained that he got a call from a woman who said that she wants to deliver Dr. Yasmeen Rashid’s message to him.

    According to him, Yasmeen, PTI Central Punjab’s President, is taking care of other PTI-related women incarcerated in Central Jail Lahore.

    Interestingly, they play Scrabble to pass their time in jail.

    He further revealed that Dr. Yasmeen Rashid is doing well and feels healthy.

    The Lahore police registered a case against the PTI leader for allegedly setting vehicles on fire on May 9, the day the PTI chairman was arrested from the premises of Islamabad High Court (IHC).

    Mansoor Ali Khan stated during his vlog that Yasmeen Rashid will not only contest the election against Nawaz Sharif but Shehbaz Sharif too.

    Previously, she contested the election from National Assembly (NA) 130 which is the same constituency as Nawaz but this time she intends to be a contestant in NA 132 which is Shehbaz’s constituency.

    The Election Commission of Pakistan has yet to finalise the delimitation process but these are the areas that fell under NA 130 and NA 132.

    ‘Officers from diverse departments’ may serve as DROs, ROs: ECP

    The Election Commission of Pakistan (ECP) is considering the appointment of “officers from diverse departments,” including judiciary, federal, and provincial governments, and officers from ECP as district returning officers (DROs) and returning officers (ROs) in the upcoming election on February 8, The News has reported on Thursday.

    According to the report, it is highly likely that ECP will use a mix of officers, but no official decision has been taken in this matter.

    “The Election Commission is left with no option but to engage officers from diverse departments. Already, the provincial election commissioners are in the process of finalising lists of officers for the poll job, besides Central Secretariat,” a senior official of the ECP told The News.

    The source from ECP also said that judiciary had rejected the request to appoint officers for election duty because of multiple reasons, including several pending cases. However, one of the smaller provincial high courts expressed a willingness to provide officers for election duty.

    To a question, he said around 1,000 DROs and ROs would be involved in the nationwide election duty.

    In 2009, the National Judicial Policy Making Committee (NJPMC) decided not to appoint judicial officers for election duty, as this had dragged the “judiciary into political controversies”.

    Officials of the US Embassy in Islamabad met with death row prisoner Zahir Jaffer, convicted for killing Noor Mukadam, at the Adiala Central Jail on Tuesday.

    As per the report of The Express Tribune, the convict demanded access to lawyers and vegetarian food during the meeting with the officials while the head of the US delegation, Mitchell P Murphy, gifted him two books.


    The meeting went on for about half an hour where the consul inquired about Zahir’s health, accomodation and facilities in the jail. The three-member American delegation approached Zahir Jaffer through the consular office of the American Embassy.

    Islamabad High Court has upheld Zahir’s death sentence by a trial court but also turned his life imprisonment into a death sentence in a case relating to the rape and murder of Noor. The pleas of his domestic help-Mohammad Iftikhar and Mohammad Jan — both co-accused in the case —have also been dismissed by IHC. He earlier received a 25-year imprisonment sentence with hard labour and a fine of Rs0.2 million after the rape was proven.

    Noor Mukadam was beheaded at Zahir’s residence in Islamabad’s upscale Sector F-7/4 on July 20, 2021. Her death sparked national outrage, including protests and candlelight vigils across the country.

    Pakistan is being widely criticised for instituting exit fees amounting to hundreds of dollars for Afghan refugees awaiting relocation to the United Kingdom and other Western nations.

    The imposition of exit fees, totalling around $830 (PKR 236,387), for Afghan refugees seeking resettlement in Western countries has drawn strong condemnation from Western diplomats and the United Nations.

    Mumtaz Zahra Baloch, the spokesperson for Pakistan’s foreign ministry, stated that there are no current plans to modify the existing policy.

    Five senior Western diplomats in Pakistan while talking to The Guardian termed the hefty fee imposed by Pakistan as ‘unprecedented’.

    “I know it is very tough economically for Pakistan but really, to try to make money off refugees is unattractive,” said one diplomat.


    He continued by adding, “The issue has also been raised by the two UN agencies in the lead on this mess, the [UN refugee agency] UNHCR and [International Organization of Migration] IOM,” the diplomat added. “It has also been raised in capitals and headquarters. I suspect everyone has also passed the message to their [Pakistani contacts].”


    Another diplomat said that when concerns were raised regarding the imposed fee, the Pakistani officials explained that the initial proposal was to charge $10,000 per person, but it had been subsequently reduced to $830.

    A different diplomat noted that the exit permit must be paid through a credit card, which poses an added difficulty for many Afghan refugees who lack access to such payment methods. This complicates the situation further, as the fee is mandated for payment by the refugees, a considerable portion of whom do not possess credit cards.

    “I think we need a cooperative approach of working together to help the refugees and we expect Pakistan would help,” he added.

    The United States government intends to relocate nearly 25,000 Afghans within the country, while the United Kingdom has announced plans to resettle 20,000 individuals.

    Separately, the United Nations Refugee Agency has expressed apprehension regarding Pakistan’s directive for undocumented foreigners to leave, citing its adverse impact on Afghan nationals. This includes registered refugees and individuals possessing valid documents, raising concerns about the potential humanitarian consequences of the orders.

    The main CBD has been divided into two districts— Quaid district and Bab district.

    Quaid district will consist of the land from Kalma Chowk to the originating point of the flyover, while the Bab district will comprise the land starting from the endpoint of the flyover and ending at Walton Road (Bab-e-Pakistan).

    It is pertinent to mention that the Kalma Chowk Remodeling Project is one of the core components of the Lahore CBD project and aims to allow easy access to the CBD at Walton, avoiding traffic in the vicinity.

    Court summons PM Kakar in missing Baloch students case

    The Islamabad High Court (IHC) summoned caretaker prime minister Anwaar ul Haq Kakar in person on November 29 in a case pertaining to Baloch missing students.

    In today’s verdict, the court asked the federal government to present 55 Baloch missing students as per the recommendation of the Baloch Enforced Disappearance Commission.

    The court has asked the defence and interior ministers and the sectaries from both ministries to present before the court in person and has sought a report within a week from the federal government committee.

    “We are sitting in Islamabad and talking about the rights of Balochistan. I’m giving [you] seven days time to ensure the implementation,” IHC Justice Mohsin Akhtar Kayani remarked.

    On the other hand, the additional attorney general for Pakistan requested the court not to summon the prime minister and federal ministers.

    IHC Justice Mohsin Akhtar Kayani was not happy with the report presented before the court by the federal government.

    “This report is a matter of shame for this court,” the judge remarked. He also said that caretaker prime minister should have realised that it’s a matter of Baloch students, as he also belongs to Balochistan.

    Justice Kayani also said, “Should we send this matter to the United Nations? Should we dishonour our country?”
