  • Lockdown order withdrawn; Punjab returns to ‘pre-coronavirus’ routine with a few exceptions

    The Punjab Primary and Secondary Healthcare Department has allowed resumption of “pre-COVID-19 practices subject to the adoption of social distancing guidelines” as it withdrew the government’s lockdown order.

    According to the notification dated August 9, all sectors barring marriage halls and marquees and educational institutions have been allowed to resume operations from Monday (August 10), with timings and weekly holidays “reverted to pre-COVID-19 practice”.

    According to Dawn, religious congregations will only be held after approval from the administration and will be bound to follow the standard operating procedures laid out by the government. Operators of public transport — that has been allowed to resume function — will also have to ensure that preventive measures are being observed by passengers.

    The notification was issued three days after the federal government announced it was lifting restrictions on the tourism sector, restaurants and public transport, after months of suspension.

    The decisions were made in a meeting of the National Coordination Committee, which was presided over by Prime Minister Imran Khan and attended by representatives of all the provinces. The meeting participants also decided to lift restrictions on railways, airlines and metro buses.

    While the restrictions are being eased as government boasts of having successfully tackled the pandemic, it is worth mentioning that a sudden spike has been recorded in coronavirus infections over the past week. The number of per day fatalities, however, on Sunday dropped to single digits for the first time in over 110 days.

    It has been reported by Daily Jang that Punjab Information Minister Fayazul Hasan Chohan was spotted telling his boss, Chief Minister (CM) Usman Buzdar, to not speak against the National Accountability Bureau (NAB) in response to a journalist’s question during a press conference.

    “NAB k khilaaf nahi bolna,” he was quoted as saying.


    Pakistan Ki Shanaakht Tabah Ho Rahi Hai’

    Daily Jang has quoted Jamiat Ulema-e-Islam-Fazl (JUI-F) chief Maulana Fazlur Rehman as saying that the ruling Pakistan Tehreek-e-Insaf (PTI) is ruining Pakistan’s image. “Hukmaraan Pakistan ki shandar shanaakht tabah kr rahay hain,” he reportedly said.


    Bilawal Gets Peshawar BRT Card

  • Coronavirus in Pakistan: A July-August diary

    Since the beginning of July, there has been a decline in new coronavirus cases and the number of recovered patients has also increased. By the time this report was filed, there were 26,834 active COVID-19 cases in the country.

    While Prime Minister (PM) Imran Khan, as well as members of his team and other experts, repeatedly urged people to follow social distancing guidelines and standard operating procedures (SOPs) on Eidul Azha in order to avoid a June-like surge in coronavirus cases in the days to come, people were seen flaunting the same not only over the Eid weekend but also during rallies protesting illegal Indian annexation of held Kashmir on August 5.

    It was reported by Gulf News that the upper class of Karachi completely ignored Sindh government directives by sacrificing animals wherever they wished to despite 500 sites being designated by the provincial administration for the purpose. “Residents in the most expensive and posh neighbourhoods of the city were no exception… officials didn’t make any effort to ensure the people followed the law,” the report said.

    Meanwhile, the Punjab government on August 3 announced to lift the smart lockdown two days ahead of the scheduled date. The government announced to lift all restrictions on the third day of Eid because of a “significant” reduction in coronavirus cases.

    While Punjab Chief Minister (CM) Usman Buzdar expressed satisfaction over the observance of SOPs on Eidul Azha, Federal Minister for Planning, Development and Special Initiatives Asad Umar announced on Thursday that restrictions on the hospitality and recreational sectors, put in place nearly five months ago to curb the spread of the coronavirus, would be lifted by August 10.

    Dine-in restaurants, parks, cinemas, tourist spots and salons would be re-opened while marriage halls would remain closed at least until September 15 and the decision to re-open educational institutes would be looked into during the first week of September, he said.

    However, just a day after the announcement, Punjab witnessed a sudden increase in the number of new coronavirus cases. The everyday cases that had on an average dropped to below 100 during the past one month after reaching a new high in June, once again increased to around 300.

    Although some medical experts were not perturbed and declared it a routine surge, others believed that it might be a signal for the beginning of the second wave of the outbreak. Punjab reported 277 new confirmed cases of COVID-19 besides five deaths during the last 24 hours against 235 a day earlier, Dawn reported.

    Besides the lifting of lockdown restrictions for the economy’s sake in July, the surge is also being attributed to the fact that next to none social distancing guidelines were followed during the preparations and hosting of seminars and rallies to mark ‘Youme Istehsal [Exploitation Day]’ on the first anniversary of Narendra Modi-led India’s annexation of occupied Kashmir.

    Even though the coronavirus situation in Pakistan is getting better on paper, how the pandemic turns out over the next few days is subject to the behaviour of the masses and the policies of the government.

    NAB summons Buzdar for ‘issuing illegal liquor licences’

    The National Accountability Bureau (NAB) has summoned Punjab Chief Minister (CM) Usman Buzdar on August 12 for what it says was illegal issuance of liquor licences.

    The anti-graft watchdog has accused the provincial chief executive of illegally using powers of Excise director general (DG) and issuing liquor permits to a private hotel in Lahore.

    The hotel in question is the same as the one in regard to which reports had falsely claimed that a local company was setting up a “liquor bar” at the Allama Iqbal International Airport after approval from the Pakistan Tehreek-e-Insaf (PTI) led Punjab government.

    “A section of local media wrongly reported that the provincial government has granted a license to a company to sell liquor at the airport,” then spokesperson to the CM, Dr Shahbaz Gill, had said in a video message in January last year.

    He had further said that an under-construction five-star hotel near the airport had sought permission, which was duly granted after all the legal requirements were fulfilled.

    “This is not something new and all the major hotels in the country are permitted under the laws,” Gill said.

    However, the issuance has reportedly landed the Punjab CM in hot water.

    Earlier, on May 24, in view of the threat of sale of poisonous liquor on the occasion of Eidul Fitr, Punjab Excise and Taxation DG Hafiz Ziaul Mustafa issued a letter to stop the sale of illegal liquor and take necessary steps, The Express Tribune reported.

    Some unscrupulous elements use clinical alcohol, sedative tablets and juices of rotten fruits to brew liquor which is then sold in bottles of local and foreign brands. In the past scores of people have died and many more have gone blind from this locally brewed concoction.

    The DG also directed to pay special attention to liquor license holders on the occasion of Eid. A letter issued from the office of the DG said that several people have been affected by drinking toxic liquor in recent years which has embarrassed the government.

    Bootleggers making this toxic moonshine were likely to bring out their product on the festive occasion of Eid to grab the merriment mood of poor people who could not afford a pint of legally sold liquor available from licenced excise shops.

    The Peshawar BRT is rather infamous for its incompletion as the authorities concerned have failed to meet deadlines time and again. The government has now issued yet another deadline for completion of the much-delayed project, the cost of which has also swollen over the years.

    According to Daily Dunya, Punjab Health Minister Dr Yasmin Rashid has said, “Agly aath [8] din buhat eham hain. Agar halaat theek rahay to tamaam cheezei’n khol di jayein gi.”

    The minister’s statement comes as the Punjab government imposes a province-wide smart lockdown ahead of Eidul Azha. It will remain in place until August 5.

    Despite Prime Minister (PM) Imran Khan telling bureaucrats that they need to change their mindsets because “there is no room for ancient practices in Pakistan Tehreek-e-Insaf’s (PTI) Naya Pakistan”, The Current has learnt details of the harrowing experience of a group of junior bureaucrats who were “subjected to torture” by their boss in Toba Tek Singh district of Punjab.

    According to sources, at least four of the said junior bureaucrats — currently serving as assistant commissioners (ACs) in different parts of the district — were subjected to torture by the deputy commissioner (DC) who “robbed” them of their official vehicles on late Saturday night and forced them to walk back to their posts over “poor performance”.

    “The ACs included those of Toba Tek Singh, Kamalia, Pir Mahal and Gojra tehsils,” they said and added the junior bureaucrats were ridiculed in front of lower staff of the DC Office as well as that of their own. “Reprimanding your juniors over unsatisfactory performance is one thing but mistreating them, the way it was in this case, is outrageous.”

    Speaking to The Current, one of the ACs, on the condition of anonymity, confirmed that they had been subjected to torture as the DC, besides taking away their official vehicles, had also mistreated them by forcing them to stand outside the office as a punishment until around 1 am when they were told to walk back home. “We managed to make arrangements for our commute but three of us were women, and family members of my colleagues believe the mistreatment has scarred their daughters for life.”

    “This is not at all acceptable and we want the government to take action but it can cost us our careers,” said the AC, to which sources said that the victims feared calling their boss out or approaching high-ups because their immediate superior, which in this case is the DC, is responsible to evaluate them in the annual confidential report (ACR) that is a performance evaluation of a public servant.

    Toba Tek Singh tehsil AC, on the other hand, rejected his own colleagues’ claims. “It was just a routine meeting and nothing happened,” he said. When informed that his colleagues had already confirmed the claims regarding their mistreatment, the AC said “the DC can say anything to her officers”.

    “It was a meeting between the DC and her officers and we, under ethics of the service, are bound to obey the orders of our seniors.”

    Contrary to Toba Tek Singh AC’s beliefs, several other public servants and locals privy to the development are of the view that the DC “must be transferred for the sake of the people of the district as Eidul Azha and Muharram amid the coronavirus pandemic are around the corner and local authorities under such a supervisor cannot give their best at a sensitive time”.

    “There is a difference between running a tight ship and stooping as low as the DC did,” they say, urging Punjab Chief Minister (CM) Usman Buzdar to take action.

    Repeated attempts were made to contact Toba Tek Singh DC as she was informed of the claims made by her subordinates but she did not comment.

    Attempts were also made to contact Punjab Information Minister Fayazul Hasan Chohan to ask him about the government’s reaction to the incident and progress on its promise of revamping bureaucracy for better governance, but he too was unavailable.

    Meanwhile, PTI Toba Tek Singh President Dr Waheed Akbar Chaudhry and local leader as well as Punjab Governor Chaudhry Muhammad Sarwar’s brother, Chaudhry Muhammad Ramzan, have “appreciated” the DC over her treatment of the ACs.

    “People are always complaining about these officers for doing nothing. Whatever the DC has done was the right thing to do and we hope she will continue discharging her duties diligently and without any leniency,” they said in a statement.

    German poet Heinrich Heine once warned, “Where they burn books, they will in the end also burn people.”

    In Pakistan’s case, we may not be burning books, but we are banning them. From banning online apps to games, from media censorship to censoring books, Pakistan is on a downward spiral. According to Geo, the Punjab Curriculum and Textbook Board (PCTB) banned a hundred school books in a single day for containing content deemed “anti-national” and “blasphemous”.

    “We are currently examining over 10,000 books being taught in private schools,” said PCTB Managing Director Rai Manzoor Hussain Nasir. “So the banned textbooks could be in thousands once we are done.”

    Rai is taking these steps under the Punjab Curriculum and Textbook Board Act, 2015, which was passed by the Pakistan Muslim League-Nawaz (PML-N) government. It seems that both the Pakistan Tehreek-e-Insaf (PTI) and the PML-N do not value critical thinking and fundamental freedom.

    This policy is a complete disaster. We saw what happened under the Zia regime back in the 1980s when our curriculum was infused with extremist ideology. It changed our society and led to intolerance. Now we are seeing a repetition of something along the same lines. Rai Manzoor has a problem with a book of mathematics where counting concepts were explained to the young students showing pictures of pigs. He also has a problem with Gandhi’s quotes being taught in another book. Gandhi was India’s founding father but he fought for the rights of Muslims in India and was consequently killed by an RSS extremist for propagating peaceful co-existence with the Muslim minority. Are we demonising someone just because we want to see him from the prism of animosity towards India?

    If we want to keep our children isolated in a globalised world by teaching them only about ourselves, and not any non-Pakistanis, the solution was not to ban books with Gandhi’s quotes but probably to add more quotes from Pakistani historical figures. Do we not want to teach our children about the struggles of Nelson Mandela, who is quite often quoted by Prime Minister Imran Khan? Banning books or taking out quotes of non-Pakistanis is ridiculous at best and dangerous in the long term. The path we are taking today will impact our coming generations.

    The power of deciding curriculum and books is a grave power. For it to be in the hands of someone who is no Chomsky or any other learned figure, we must raise our voice at this grave injustice that is being inflicted upon our future generations. Our national interests are not so weak that they will be endangered by some quotes from non-Pakistanis. But it seems that we want to ban critical thinking. We want to ban the foundation of learning, i.e. asking questions and being inquisitive. We want to produce robots instead of intelligent human beings. We must resist this type of indoctrination. Closed minds cannot lead this country to progress. Stifling freedom of expression and censoring books will push Pakistan back by decades. Let us not go down this dark path.
